This is total BS. I have a house in St Charles, and every month they charge me $3 for this supposed clean-up in my monthly water charge. Will they now drop that charge?

Of course they are not going to drop that charge? Once they have it; it is gone forever! There might end up being an increase in things dumped along the roadside.

Daily Horoscope for December 31

Virgo

Someone is being headstrong and wilful, and absolutely determined to do what they want. Mercury is retrograde and it's a Full Moon in Cancer with a lunar eclipse all happening tonight! This could lead to some heated discussions and possibly even rows, as you argue the toss back and forth. It might be best to accept that there's very little possibility of reaching an agreement rather than to get locked in a stubborn battle of wills. Besides, you don't want anything to spoil what promises to be a very enjoyable New Year's Eve. Have fun!
