Anybody could have taken the dog. I don't understand why it is assumed the dog was taken to be used for fighting. We're not talking about a pit bull here. Bull Mastiffs are a desired dog and maybe someone wanted it as a pet or felt like they should free a caged animal. Maybe the original owners took her back. Maybe the adoptive couple didn't want to pay the fee. There are a lot of possibilities without speculating the dog is going to be used for fighting. Maybe it's going to be ground up and used as food for someone. How's that for just a random speculation.

Since she is the dog officer she would have more knowledge of what is going on than you do. There is a reason why she said dog fighting and she also stated that maybe this time the dog wont be used to make money. And guess what? The comment about making the dog into food is just in very poor taste. very very poor

Read it again. That is not what it says. And it sounds to me like the cage was not properly secured according to her own statements. A dog that is angry about being locked up and weighs 120 pounds can certainly find it's way out of an improperly secured cage.
