State Licensing Board Revokes License, Levies Fines and Penalties Against Rocky Hill Heating and Cooling Contractor
(HARTFORD). Timothy Kennedy, a Rocky Hill contractor who violated numerous State laws related to occupational heating and cooling work, has lost his license and has been ordered to pay $35,500 in civil penalties and restitution, Department of Consumer Protection Commissioner Jerry Farrell, Jr. said today.
“Mr. Kennedy was cited by the Connecticut State Heating, Piping, Cooling and Sheet Metal Work Examining Board for 14 violations involving three separate jobs in 2002, 2005 and 2006,” Farrell said.“While neither the Board nor I take pleasure in revoking a person’s license, we are committed to upholding professional standards. Contractors who enter into legal agreements and large financial contracts with homeowners are expected to fulfill their obligations and demonstrate respect for the laws and requirements that govern their occupation.”

According to the Board’s Final Decision and Order, at various points between December 2002 and July 2006, Kennedy broke numerous state laws and regulations by:
• Failing to obtain building permits for work performed on customers’ homes;
• Performing or causing work to be performed in an incompetent or negligent manner by installing faulty equipment;
• Utilizing improperly or unlicensed persons to perform heating and cooling work;
• Making false, misleading and deceptive representation regarding his work to consumers, and by not honoring a service warranty;
• Failing to follow proper building codes;
• Failing to display his license number on an invoice;
• Failing to provide records requested by the Department of Consumer Protection; and
• Failing to respond for one year to a request by a Town Building Official for information.

The Heating and Cooling Board ordered Kennedy to pay a civil penalty of $32,000 and restitution to three former clients in the sum amount of $3,500, and revoked his S-1 unlimited heating-cooling contractor’s license, number 303175 effective immediately. Kennedy’s P-1 unlimited plumbing-piping contractor’s license, number 203802 was suspended by the State Plumbing and Piping Work Examining Board in September 2007.

I hope he get a jail cell with a leaky roof, and no permission to fix it. And I also hope when he finally get out of that cell, he has "MOLD" growing all over him....bastard
