I have noticed a huge pile of old rotten crossties and brush and trash along the train track in Ennis, in the railroads right of way. Is that an illegal dump or can anybody dump there? I realize that this pile is probley a haven for rodents and could be considered a fire hazard but if no cares, then why should I?

railroad spur+ cross ties= land that is likely owned by the railroad so they can dump there cross ties there if they want
