2013 reading achievement data indicates that 56.9% of students performed at Novice or Apprentice levels.

"Common Core", school board, teachers(some), parents(some), a culture that does not value knowledge, all bear responsibility for those results.
People dump their children into the school system and then take a break for 12 -13 years while they rely on everyone else to make sure their children are learning what they need to know. No support at home, addicted or disinterested parents who complain when their kids don't do well but don't do anything but blame everyone else, share in this tragic circumstance for young people.
Perhaps fewer than even 5-10 years ago because of attention from the state, but there are plenty of teachers out there with tenure who should never have achieved it. They have jobs because someone with influence caused them to be hired. They have neither the drive nor the intelligence to lead a classroom, but there they are, year after year, contributing nothing and making the job harder for the real teachers doing the heavy lifting when they have to try to mitigate the damage done by a lost year with a useless teacher.
Have you ever watched a school board meeting on television? Some of those folks barely speak English. I wonder if they can read? I'll bet some of them fall below our student population in basic skills.

How can you teach when you have a cell phone in one hand and the computer in the other. Believe me not all teachers do this but you have the ones that do, it started when you have TVs in the rooms and Cell Phones, Computers are for learning and smart screens are a good tool. But if you don't use them then watch a movie, Then you have your principals trying to have sex with the teachers I have seen it all. If you want to know what's going on in the school go to the Custodians they know more than anyone about what going on in the school.

The school board members have to much control over school system and the Knox County Board of Education. They mess with peoples jobs all the time because they want their family in to take their jobs . But lets not forgot The Boards Members all are uneducated people. They are just elected people who some don't high school diploma and definitely not college degree

Having board members who are not qualified, educated and properly trained is not the fault of Knox County. The fault lies with the Kentucky Department of Education. They are the governing body who sets the requirements for board members and the only stipulation is a high school diploma or equivalent.

Until these standards are raised, we will continue to have this caliber of people governing our schools.

The state may not require that board members meet rudimentary requirements, but citizens do not have to vote for illiterates.

I don't know who would want to be on the school board in the first place. They have no support from anyone in Knox county. Did any of the laid off teachers actually get laid off?

School Board members cannot hire or fire without the recommendation of the Superintendent. It is the law.
