Nope...you're wrong. There is nothing in our Constitution that says that the President must go before Congress and get their blessings to approve the money that Congress has ALREADY approved once & has SPenT. This all started in the 60's when the country would have a surplus to plan together, what to do with it..NEVER EVER MEANT to not pay our bills! Everybody is always talking about what our forfathers would do! They would pay their bills, they fought for the respect & independence from other countries..If you could bring any one of them back, and show them what is going on in the House, they would call it treason & remove them from their office.

The president cannot spend one dime without Congress' approval, but Congress has the power to spend or invest in whatever they want. This 'bull' of pretending to freak out every time a president has to raise the 'Debt Ceiling', is the MOST retarded of all! Reagan raised the Debt Ceiling (18) times in his 8 years, Bush 'the last one' raised it (7) times, In fact your man Bush not only raised the debt ceiling, though he started in the black, he had the nerve to double the same 'debt ceiling' that he had created, right before he left office! All in all we ended up with 11 trillion in debt when he left office...OH what?....did I hear a gasp from all yal rePuBLIcAn deficit hawks?

Let us not forget that under the last republican president, we gained a government program that is more expensive to run than ALL the Social Programs combined! It's called 'Homeland Security', and is projected to cost a minimum of (1) trillion dollars this year, that's if nothing happens, and they stay on budget. One Trillion every year since 2002... so you can add $9 trillion to the debt the republicans try to hang around Obama's neck.

There is NO evidence that Republican's has or will enforce 'smaller government', when they take office. Nor have they EVER brought to the floor..Term Limits! Even though, that was what Rand Paul ran on, right?
