Solar flares should be more of a concern than an EMP.

The countries entire electrical grid needs upgraded and domes placed over each electrical power station.

And funding would come from where? It would be such a huge undertaking that power would have to be interrupted for hundreds of thousands if not millions at a time.

The last time I checked, everyone pays an electric bill. Simply place a fee on the bill, say a grid protection fee or what have you. Once the grid is upgraded the fee could be dropped.

It SHOULD be done before It's too late...

It would be well worth it, as I said before It's too late. It certainly would be a mess to say the least for the grid to be taken down for years.
As a matter of fact, there would be no need to disconnect the grid when you're simply placing domes over the stations.

Why ALL important integrated circuits aren't protected by a Faraday shield is ridiculous. Every vehicle should have one too.

The Earth's magnetic field is weakening. It's not a matter of IF, it's a matter of WHEN. There will be solar activity that will send us back to the stone age. No electricity and satellites = no water, sewer, gas, food in stores, etc.
