Treaty Between the United States and *Tripoli

It is not often that an obscure treaty from the late 18th century becomes a touch point in a 21st century philosophical debate, but such is the case with the 1796 treaty between the United States and Tripoli.
At issue is not the treaty itself — it exists and is well-documented. Obama to Boehner:'Hold a vote. Call a vote right now. Let's see what happens'

President Barack Obama again pressured House Republicans to put a “clean” government spending bill up for a vote Monday, challenging House Speaker John Boehner's claim that the funding bill lacks sufficient support to pass.

"My very strong suspicion is there are enough votes there" to pass the government funding legislation, he said during an unannounced stop at FEMA National Response Coordination Center in Washington, D.C. "Hold a vote. Call a vote right now. Let's see what happens.''

"If Republicans and Speaker Boehner are saying there aren't enough votes, then they should prove it," he said. "Let the bill go to the floor and let's see what happens. Just vote."

House Speaker John Boehner said on Sunday a funding bill that would reopen the government but would not make substantial changes to the president’s health care law would not pass the GOP-dominated House. The administration – as well as numerous whip counts by media outlets, including NBC News – disputes that claim.

As the Senate came back into session after a Sunday recess, Senate Majority Harry Reid suggested that Boehner is "afraid" that the clean funding bill would pass.

"Are you afraid this measure will pass, the government will reopen and the American people will realize you took the country hostage for no apparent reason?" Reid said of Boehner.

At the same time, Boehner took to the House floor to slam Obama for failing to "sit down and negotiate" to end the shutdown and debt ceiling impasses.

"Mr. President, it's time to have that conversation before our economy is put further at risk," Boehner said.

In the face of the GOP argument that Obama has refused to negotiate over ending the nearly week-long shutdown, Democrats insist that the "clean" bill already represents a compromise because it funds the government at lower levels than some liberals in Congress wanted.

"The bill that is being presented to end the government shutdown reflects Republican priorities," Obama said during the stop at FEMA. "It is the Republican budget."

Republican House Speaker John Boehner addresses the chamber Monday, calling on President Barack Obama to negotiate on the debt ceiling.

Boehner also said Sunday that the Republican-led lower chamber would not pass a measure to raise the debt ceiling without first negotiating additional measures to address causes of the nation's debt.

“I'm not going to raise the debt limit without a serious conversation about dealing with problems that are driving the debt up,” Boehner said on ABC's This Week.

Obama reiterated Monday that he will not negotiate over the debt ceiling, saying "we can't threaten an economic catastrophe in the midst of budget negotiations.

Republicans immediately responded to the FEMA visit by urging Obama to green-light a piecemeal measure that would temporarily fund the agency during the shutdown. Senate Democrats have balked at talking up the piecemeal funding bills, and the president has threatened to veto them, saying the entire government should be reopened.

Obama said Monday that FEMA remains prepared for national disasters but “their job has been made more difficult” by the shutdown. He said that Florida and the nation’s Atlantic coast “dodged a bullet” when a potential storm along the coast disappeared but that many FEMA workers called back from furlough to prepare for the storm will now be sent home again.

The stop was part of the administration’s continuing effort to highlight the impact of the ongoing federal shutdown on government services. He visited a Maryland small business last week to speak about the shutdown’s effects for small businesses.

Dear Rep.“Nice House” Terry: You want us to “Update” Our Story After your “Apology?” Here You

I get a decent amount of emails every day from different people, but usually I don’t write a column about them. I do what most people would do — respond in private to the compliments, complaints, reader questions and various press inquiries that come with the territory. Well, yesterday afternoon I received an email from Larry Farnsworth. Who’s that, you ask? He’s the Communications Director for Republican Representative Lee Terry. Some of you may know Rep. Terry as the House Republican who emphatically stated that he would not be deferring his salary during the shutdown, because he has a “nice house” to pay for.

Representative Terry issued an “apology” concerning his deplorable comments, and his Communications Director reached out to me asking to either update or retract the story I wrote calling out his disgusting comments, since Rep. Terry had quickly apologized for them.
Oh, and apparently he has now decided to defer his salary until after the shutdown is over.

It’s amazing how these Republicans say these despicable comments, then once word gets out and they’re bombarded with negative feedback, they suddenly “apologize” for them. They magically have a change of heart, like Rep. Terry seems to have done, and ultimately decide to defer their salary after first stating they had no intention of doing so.

So Representative Terry did issue an apology for his comments, which you can view here. Well, odds are someone on his staff wrote it up and just added his name to it, but it’s an apology nonetheless.

My response to both Rep. Terry and his Communications Director is simple: Too little, too late.

Representative Terry was unwavering in his initial response to questions regarding his decision to accept his salary during the shutdown. In fact, not only did he state he would continue to take his salary, he called out fellow Republicans for bypassing their salary as simply trying to get “good press.”

Which is really ironic considering his extremely quick apology after what I can only imagine has been an intense public backlash following his “nice house” comments. Seems as if Rep. Terry is looking for some “good press” of his own, doesn’t it?

But let’s be real here — Terry isn’t apologizing because he’s sorry about what he said, he apologized because of the public backlash he’s received since his comments caught national headlines. If there wasn’t intense negativity thrown his way following his comments, trust me, there wouldn’t be any kind of apology being given from the Republican Representative.

I guess his Communications Director feels he’s dealing with an idiot when he emailed me asking me to retract or update the story. As if I’d read his apology and suddenly think,“Wow, Lee Terry really is in touch with Americans, after all. Look at that “heartfelt apology” someone on his staff typed up following intense public backlash over his asinine comments.”

Spare me.

Maybe Rep. Terry should be writing letters to Speaker Boehner demanding he let the House vote on the Senate’s resolution (which would pass if Boehner would let it be voted on) so that we can reopen the government and 800,000 Americans can receive their paycheck.

Then he wouldn’t have to worry about any backlash over him receiving his paycheck, and he could go on paying for his “nice house” in peace.

So, Rep. Terry can issue all the apologies he wants concerning his boneheaded comments about his salary and his “nice house.” The real apology needs to be made to the 800,000 Americans his party is preventing from getting a paycheck.
Because he knows damn well this shutdown has no chance at defunding, delaying or repealing “Obamacare.”

Fun Fact for Republicans: The Government Could Reopen Right Now, John Boehner Just Won’t Let It

Since the emergence of the tea party, facts have seemingly become “objective opinions.” At least that’s the way it seems to be based upon how tea party Republicans treat facts and reality. Hell, even proven science has come under attack in recent years due in large part to the delusional nature of these right-wing tea partiers.

But when it comes to this government shutdown, there are a couple of simple facts many Republicans seem unaware of. You see, while many conservatives seem to think “Obamacare” is still some piece of legislation that needs to be passed through Congress, it’s not.

It’s the law, and has been for over 3 1/2 years.
President Obama and Democrats aren’t going to negotiate on this issue because they simply don’t have to.

You see, there’s something the right-wing media doesn’t want most Americans to know. We could reopen the government right now. Hell, we never had to shut down the government in the first place.

The Senate sent a continuing resolution to the House to be voted on before the shutdown occurred. The problem is, Speaker of the House John Boehner won’t allow the Senate’s resolution to come to a vote in the House.

Now let me make this very clear for anybody who might be confused about what I just said. We have a deal that, if voted on in the House, would pass and reopen the government. It’s a deal the Senate has approved and the president said he’ll sign.

The only problem is—John Boehner. Well, he’s not the only problem, but he’s the man who ultimately has the power to bring the Senate’s resolution to a vote. He’s simply refusing to do so.

Boehner has put his own position as Speaker of the House ahead of the best interests of the American people. He’s so worried that there are enough Republicans who oppose him that if he let the Senate’s resolution come up for a vote, and pass, he might very well lose his position as Speaker of the House.

So this shutdown isn’t about a continuing resolution to fund the government not being passable in the House. We have a continuing resolution that is passable, regardless of Speaker Boehner’s Sunday morning assertion that there aren’t enough Republican votes for it. Unless all of the Republicans who have publicly stated they’d support it have suddenly changed their minds, it would pass.

The government could be opened tomorrow and the 800,000 furloughed workers could get their paychecks, but Boehner simply won’t let that happen. He’s the man who controls the power to let the House vote on the Senate’s resolution which would reopen the government and put this whole ridiculous shutdown behind us.

Instead he’d much rather sit there, block the vote, then try to blame Democrats and President Obama for the shutdown.

Then again, that’s the Republican way, isn’t it? Causing a problem and blaming it on someone else.
So Speaker Boehner can continue obstructing and keep telling Americans,“All Obama has to do is pick up the phone.” Let’s tell Boehner all he has to do is let the House vote on a clean Senate resolution. Let the House votes determine if the government reopens, not his procedural loophole that allows him to prevent the House of Representatives from voting on the bill.

Something he’s preventing from happening—not President Obama.

Boehner also said Sunday that the Republican-led lower chamber would not pass a measure to raise the debt ceiling without first negotiating additional measures to address causes of the nation's debt.

“I'm not going to raise the debt limit without a serious conversation about dealing with problems that are driving the debt up,” Boehner said on ABC's This Week.

Obama reiterated Monday that he will not negotiate over the debt ceiling, saying "we can't threaten an economic catastrophe in the midst of budget negotiations.

Republicans immediately responded to the FEMA visit by urging Obama to green-light a piecemeal measure that would temporarily fund the agency during the shutdown. Senate Democrats have balked at talking up the piecemeal funding bills, and the president has threatened to veto them, saying the entire government should be reopened.

The stop was part of the administration’s continuing effort to highlight the impact of the ongoing federal shutdown on government services. He visited a Maryland small business last week to speak about the shutdown’s effects for small businesses.
