The buck stops at Obama and only at him in at least a couple of respects - he was the only one who could legitimately issue a "stand down" order and the only one who could authorize a flyover into Libyan airspace the night of Benghazi. It would be interesting to know from Gen. Ham where his orders came from that night, when they were given, and what they were. Gen. Dempsey has thusfar not admitted the existence of a "stand down" order (instead saying that directives were to secure the Benghazi airport rather than engage the militants at the "consulate"), but Gen. Ham was all set and willing to "engage the enemy" in the interest of saving American lives from all accounts.

Aside from that you are correct Mr. Farah, the congress should utilize all necessary intelligence assets (by subpoena if necessary) to determine what actually happened. The phone logs (and recordings?) of Obama and Hillary that night would be most revealing, it seems.
