Al-Jazeera acquires Current TV
Arab television network Al-Jazeera said on Wednesday it will buy Current TV, the cable channel founded by Al Gore and business partner Joel Hyatt in 2005, for undisclosed terms.
The acquisition could give Al-Jazeera access to a broader range of U.S. television viewers. Although its programming is available in some large metropolitan areas, the network's executives have long been frustrated in their efforts to secure carriage deals with TV distributors.
Current TV, which has battled low viewership, is available in 60 million U.S. homes.

A bill to help victims of Hurricane Sandy aids the needy in ... Alaska.

Only Congress could do something like this. All eyes are on the fiscal-cliff negotiations to trim the $1 trillion-plus budget deficit. Running alongside but largely out of public view is a $60.4 billion emergency spending bill to provide relief to the victims of superstorm Sandy. Trouble is, the "Sandy" bill is laden with billions of dollars of spending stowaways wholly unrelated to the hurricane. Did anyone really think earmarks would stay buried?

There's $150 million in there for Alaskan fisheries. We knew Sandy made it to the Midwest, but Alaska? Marine projects from New England to Mississippi also made the cut. Also along for the joyride is $8 million for new cars and other equipment for the Justice Department and Homeland Security,$2 million for roof repair at the Smithsonian in Washin#$%$on,$4 million for the Kennedy Space Center,$3 million for oil-spill research and $348 million for the National Park Service.

Nearly $17 billion is in the bill for the Community Development Fund and social service grants, two long-running initiatives to fund liberal activists. Amtrak would get $188 million, including funds for two new train tunnels in New York unrelated to Sandy. Amtrak already got $1.4 billion last year. And of course some $600 million is directed to the Environmental Protection Agency to support climate change adaptation.

The rationale is to spread the pork far and wide across the country to #$%$emble the 60 votes in the Senate necessary to secure the bill's p#$%$age. But New York Senator Chuck Schumer, who's in the lead on this, will need Republican votes to get to 60. GOP Senators John McCain and Tom Coburn have already compiled a dirty laundry list of the bill's non-Sandy spending. Any GOP vote for needs beyond Sandy could be a long-term embarr#$%$ment.

This is supposed to be an "emergency" funding bill. But only about $9 billion of the $60 billion would be spent in the next nine months. The Congressional Budget Office reports that $38 billion would be spent in fiscal 2015 or beyond. Some emergency. And for all the recent talk of offsetting such commitments with reductions elsewhere, there are no spending cuts here.

Sadder still, the bill looks to be running the risk of repeating the costly mistakes of the emergency bill for Hurricane Katrina. A 2006 Congressional investigation severely criticized the Katrina bill. It identified "19 Katrina contracts, collectively worth $8.75 billion, that have experienced significant overcharges, wasteful spending, or mismanagement." The bipartisan oversight committee concluded: "Corruption exploited—and aggravated—Hurricane Katrina contract mismanagement," with 1,395 cases of reported criminal activity, including procurement fraud.

Our sources say Senator Schumer is rushing for immediate p#$%$age and is telling his colleagues "there is no Plan B." In other words, the only way people pummeled by Sandy will get relief is if Congress whoops through billions for pork and various non-germane wish lists.

There's a better way. P#$%$ a stripped-down bill that would provide the Federal Emergency Management Agency with funding for the continuing clean-up effort and money for flood insurance for those who lost homes and stores. That bill would provide emergency help to those who need it, at about half the $60 billion cost.

Congress might have caught itself from falling over the fiscal cliff Tuesday, but the deal comes with a hefty price tag. Included in the $4 billion bill is an expiration of the payroll tax break, along with tax exemptions for everyone from the rum industry to NASCAR bigwigs. Here are five groups that are high-fiving each other over the breaks they got in the fiscal cliff deal.

Rum Producers

It is U.S. policy to tax rum producers like Diageo and Bacardi nearly $14 for every gallon of rum they make outside the country and sell in the U.S. But the tax is merely gimmick that gets reinvested in the Virgin Islands and the Puerto Rico in the form of aid. The alcohol industry's more than $13/per gallon kickback has been extended as part of the fiscal cliff negotiations. Pro Publica estimates the tax break gives Puerto Rico and the Virgin Islands a total of $480 million in aid for rum production.

Electric Scooter Riders

People using electric scooters will continue to get a discount on their taxes. Drivers of two- and three-wheel plug-in electric vehicles get a tax break in the legislation. As a way to incentivize alternative energy transportation, Congress voted to continue to give 10 percent of the cost of the electric vehicle - up to $2,500 in tax credits to individuals who purchase plug-in wheels.

Hollywood

Making movies in America is big money, and Congress is doing its best to ensure the movie industry doesn't pack up and leave. Television and movie makers can continue to gross $15 million in breaks for filming in the U.S.,$20 million for filming in low-income areas, an incentive for Hollywood that costs the country about $430 billion to maintain.

Motorsport Race Track Owners

A program that allows race track owners to deduct a total of more than $40 billion a year for their tracks, bleachers and concession stands also passed in the bill. Groups like NASCAR can continue to write off the maintenance costs of their tracks in a tax break that is similar to one amusement parks benefit from. The only catch is that the venue must have held an event on the premise sometime in the last three years.

Algae and Asparagus Growers

Congress voted to extend $59 million in tax credits for algae growers, who are trying to find a way to produce a biofuel from the plant. And asparagus producers got an extension of their market loss assistance payment, which compensates farmers who for lost revenues because of a spike in foreign asparagus imports.
