Well, I didn't know if you knew or not. But that's a phrase known throughout the South to be t most insulting. Usually buried under a kind of sweet sounding rhetorical phrase. What it means is that the person you're saying it to could not be more of an imbecile if he wanted to.

It means they think you're An idiot but instead of telling you directly, it's shot at you indirectly & in this way a person excuses themselves for speaking badly about someone else.

It is a sort of righteous indignation, the judgmental piety somehow transmutes the fact that at it's heart is an insult. For example,, " Oh she shouldn't be wearing that type of slacks, bless her heart" or "Bless his heart, I can't believe he is dating that girl." "That child has a face only a mother could love, bless her heart." It's also a polite way to ridicule, insult the sensibilities of, point out the shortcomings of someone. It basically softens the blow of the insulting statement. And supposedly should make it more socially acceptable.

Even Romney used the phrase to insult Obama.

Well, I know now. I tell that to my American friends and people I use to work and no one ever said anything ...but, I'm glad E, you explained it to me. If I like someone, I would never say anything if I know it is going to hurt your feelings. I know better now...thanks!
