If it's not constantly stirred-up, a layer of scum eventually floats to the top. Does this sound like the political situation in Washington? Think things need to be stirred-up EVERYWHERE when it comes to politics?

Thats a good analogy but I would liken it more to a septic tank where all the nasty stuff gathers. The big stuff floats on the top and is easily identified, somewhere in the middle is the useless water and the real bad stuff stays hid on the bottom and is just found by the honey dippers. Thats when the scum really comes to the surface.
