Report the jerks.
The Actual Law...

http://www.lrc.ky.gov/kar/401/063/005.htm

Note the part that says it's Legal to burn household trash except inside the city limits...

Section 4 Line 9...(Which Allows)

(9) Fires for disposal of household rubbish, which shall not include garbage, originating at dwellings of five (5) family units or less, if the fires are maintained by an occupant of the dwelling at the dwelling, except in cities greater than 8,000 population located in a Priority I Region;

So Yes go ahead and Report and if you report someone that is Legally burning household rubbish you can be sure that Every time you do something that is slightly out of line with the law they will be called to your house over and over... You build a set of steps after calling when I am Not Breaking a Law and I will be calling every time you pick up a hammer or you don't mow your grass often enough for my liking...

If you decide to go calling on folks out in the country you better make sure every time you nail up a board you have the right permits... Every time your dog barks a noise complaint will be filed... Every time more than a few cars show up at your place a call to the drug tip line will be placed... Every time you leave your house a bit too fast a reckless driver complaint will be called in...

If your not Man Enough to just walk over to your neighbor and have a conversation and let them know you have an issue and you call the cops when it's Perfectly Legal to Burn Household rubbish as long as your not in the city then expect to get what you dish out...
Sorry

I don't think anyone has a problem with anyone burning papers. It's when they are burning plastic, etc.
Please note in the Law it does say:
(4) "Household rubbish" means waste material and trash normally accumulated by a family in a residence in the course of ordinary day-to-day living, except for garbage, cans, glass, plastic, or other potentially hazardous waste materials.

Report the jerks.
It stinks when neighbors are disgusting and inconsiderate. Report them. I think you can do it anonymously. This Quantumnist guy gets on all these forums about trash burning and spreads misinformation. Some guy told him off and posted a picture of him on a nother forum awhile back. Said he was from the Heidrick area next to Barbourville Kentucky.If you look him up on google earth he has pictures posted all over. So if you smell Plastic burning in any of those areas call 1888burnlaw on quantumnist.

Feel Free... A few trips up and nothing found to be illegal and I would be able to burn a car park and no body would show ..that whole cry wolf thing... Or just run on down to the cop shop and tell them.. They all know me very well...
