The pawn shop owner will be sued by some money grubbing lawyer. He'll probably be forced out of business by legal fees even if he followed the letter of the law. So is the American way!

Doubtful...in fact probably getting a little boost in business. Negative publicity is still publicity and I would bet that there is a bump in walk in traffic for him.
