It seems this area is greatly underdeveloped, yet these residents pay taxes as the rest of the county does. If bandera county will not afford the same effort to the poorer areas it seems only obvious there is a bias. If the county wont do whats right then the residents should go to a vote incorporate a new city and keep their tax money in the community.
