Thanks, you answered my question and beyond..I just wanted to know if they were licensed Peace Officers.

Constables are a county entity which have state wide jurisdiction to conduct criminal investigation through out the state of Texas. They have State wide jurisdiction to issue traffic citations, and are associate members of the Texas Department of Public Safety (State Police). Constables have concurrent jurisdiction in any county in Texas which is attached to their county, county wide jurisdiction in their home county, and they have ultimate jurisdiction in their precincts.

When some scum bag is renting out your house, and decides to quit paying the rent. You'll care what Constables do. They'll serve the necessary paperwork to get the scofflaw out of your property and return your habitation to you. If you try to evict them out yourself, you'll end up going to jail for violation of their rights.

Well sure they got other things to do, like make the highways and streets safe for you to drive on. I understand that a Precient on the Eastside of San Antonio has increased the size of their Traffic Unit to twice the size it was before. This makes for positive traffic enforcement and promotes safe driving habits from otherwise unsafe, unattentive drivers. This will in turn drop down the traffic fatalities that might have occured if speeders and scofflaws were allowed to run unchecked! It is better to pay a fine and live another day than to be buried and forgotten like so many yesterdays.

THESE GUYS ARE VERY HELPFUL IN MY AREA OF TOWN WHICH IS THE WEST SIDE. AS YOU MIGHT ALREADY KNOW, THIS AREA IS A HIGH CRIME AREA KNOWN FOR ABOUT ANY CRIME YOU CAN THINK OF. arresting everybody is not the answer, we need to provide other resources instead of taking everybody to jail when they commit a crime. the constables are out there just waiting for you to screw up and take you to jail..stop giving us tickets thats why we have city to do that.

Opinion No. GA-0349

You ask whether a constable has countywide jurisdiction to investigate a criminal offense not committed within the constable's view.(1)

A constable is a peace officer, and therefore has the statutory duties and authority of a peace officer. Tex. Code Crim. Proc. Ann. art. 2.12(2)(Vernon 2005); Tex. Att'y Gen. Op. Nos. GA-0189 (2004) at 3-4, JC-0462 (2002) at 3. As background to your question, we note that generally "a peace officer is a peace officer only while in his jurisdiction and when the officer leaves that jurisdiction, he cannot perform the functions of his office." Thomas v. State, 864 S.W.2d 193, 196 (Tex. App.-Texarkana 1993, writ ref'd). As an exception to this general rule, five categories of peace officers, constables among them, may make an arrest outside their jurisdiction without a warrant for any crimes committed in their presence or view other than certain Transportation Code offenses. See Tex. Code Crim. Proc. Ann. art. 14.03(g)(Vernon 2005).(2)

We conclude that a constable's authority as a peace officer to investigate offenses is not limited to the constable's precinct, but extends throughout the county. However, we note that a constable is but one kind of peace officer with countywide jurisdiction, including sheriffs, see Tex. Code Crim. Proc. Ann. art. 2.17 (Vernon 2005); deputy sheriffs, see Tex. Loc. Gov't Code Ann. 85.003(e)(Vernon 1999); investigators for county attorneys, see Dominguez v. State, 924 S.W.2d 950, 954 (Tex. App.-El Paso 1996, no writ); investigators for some district attorneys, see Dominguez, 924 S.W.2d at 954; and peace officers employed by institutions of higher learning, see Tex. Educ. Code Ann. 51.203(b)(3)(Vernon Supp. 2004-05). Although all of these peace officers have countywide jurisdiction, each category of peace officer has a distinct law enforcement mission.

ADDITIONALLY:
The Constables are paid by the County, and their Law Enforcement Commissions are still carried by the Governor of the State of Texas making them state officers as they were in the early history of Texas. Constables are the only Law Enforcement mandated by the Texas Constitution, truly the Constable are "The People's Police Officer".

yup, yup...yes sir i am with you. these constables are the only cops out here in the hood making sure no ones up to no good and the only cops i see working in our schools zone at southwest isd and saisd keeping our kids safe.

Maybe you don't care what Constables do. Its okay to live in your world of not knowing that there are dedicated men and women who put their lifes on the line for your safety and right to exist in a lawful manner. They may not know you, but are willing to protect you and your family from societys SCOFFLAWS who are intent of causing you and your family harm. They enforce the law and maintain order and peace for all to enjoy the fruits of freedom. So continue on and say "who cares what Constables do" They still care enough to protect you from harm.....

Your correct on just about everything with the exception of them giving tickets state wide which they can not according to law. Read the attorney general's opinion above.

Taxpayers in Texas would be best served if the office of constable went the way of the elected positions of state treasurer and hide inspector.
In 1995, Texas voters approved a constitutional amendment abolishing the state treasurer's office.
In 2007, they approved removing the position of hide inspector from the state constitution.
Those offices haven't been missed since.
Every political season candidates talk of streamlining government and trimming the fat.
State lawmakers could give some real meaning to that rhetoric by making moves to abolishing the office of constable when they convene in Austin in January.
Eliminating a political office is never an easy task, and this one might be especially difficult.
There are approximately 760 elected constables in Texas who employ about 2,630 full-time deputies and 418 reserve deputies.
Constables have a powerful and vocal lobby, but taxpayers in this state should not have to foot the cost for the unnecessary political fiefdoms that many of these posts have become.
At least 13 states have abolished the position of constable, according to the National Constables Association website.
The office was needed during frontier times and served a purpose. The word cop comes from the phrase constable on patrol.
However, today they represent an expensive duplication of duties.
Constables' primary duties are to provide bailiff services for justices of the peace and serve civil papers. Both those duties could easily be absorbed by the sheriff's office at a substantial savings to the taxpayers.
All four Bexar County constable seats are up for election this fall. The county once had five constables, but after a long protracted legal battle that cost over $1 million, county commissioners were finally successful in abolishing one of the seats.
No one has missed the fifth constable's office much since it was abolished.
Bexar County has a new sheriff taking office in January who can help bring about some much needed changes.
We urge the next sheriff to support consolidation of the constables' duties with his office, and lawmakers should push to let the voters decide whether to approve a constitutional amendment allowing counties to abolish the position.
It could save the taxpayers some serious bucks.

ITS GOING TO TAKE MORE THEN YOUR LOCAL SHERIFF TO ABOLISH THE CONSTABLES OFFICE IDIOT (EDITOR)!!! THE CONSTABLES OFFICE IS STATE WIDE AND ARE ELECTED POSITIONS. THEREFORE, CONSISTING OF PEOPLE CONSTITUTIONAL RIGHTS (VOTING RIGHTS). THIS WILL BE SOMETHING THAT WOULD HAVE TO BE DONE AT THE FEDERAL LEVEL (DOJ). ITS MY UNDERSTANDING THAT NOT EVEN YOUR LOCAL COMMISSIONERS COULD DO AWAY WITH THE OFFICE AS A WHOLE. THEY MAY ELIMATE PRECINCTS BUT NOT THE OFFICE OF CONSTABLE. READ YOUR TEXAS CONSTITUTION BEFORE COMING UP WITH CRAP LIKE THIS.
