I am a lottery retailer and I don't understand how they can say that retailers aren't paying. The money that goes back to the lottery commission is drafted out of each retailers account on a weekly basis. If the money wasn't there than the retailer would result in an overdraft which is a punishable offense.

Why not publish a list of these businesses who intentionally do not pay for the lottery tickets? This way the public could put pressure on them by not frequenting them for business.
