AS per usual, the 3 "Clark" aldermen voted to take the Graves bid Without even seeing the Evers bid. Yes the Evers bid was more expensive,but you get what you pay for. You can bet Rachel didn't want anyone else in there to mess with her books. She has "snowed" yet another City Administrator, for now, he is a lot smarter than the other ones in there and she will eventually hang herself.
Instead of trying to find the mistakes, Graves says, "there is a sizable amount of money missing and I suggest we just adjust it in the due to and due from accounts. He blamed "posting errors" from past administrations and needed authorization to "correct" errors and an alderman made a motion to "Approve the request of REMOVING the amounts in the due to and from account for the prior years and current to May 2005." This was quoted from the minutes of a meeting and we all know how Rachel writes her minutes to COVER herself and her friends. Yea, thats a good way for get the books to balance isn't it?? Rachel and others don't want anyone else snooping around their books. Looks like Joe was "Duped" by Rachel and the 3 CLARK aldermen and failed to follow PROCEDURE and Ordinance by accepting an "Illegal Proposal" to begin with. Graves never submitted a "Sealed Bid". The Evers bid wasn't posted for the public to see nor was it in the Aldermen's packet. What are they trying to hide??? |

just request a state audit. that will get the job done. no if and or buts they will clean house and homes. if you know what i mean.
|

They just had an audit 2 years ago and had 90 citations. I guess they think they can get by with anything now since you can only have an audit every 5 years.
Thats okay, because Rachel and Graves will get caught. They can only pull the wool over Joe's eyes for so long before he can see the REAL Truth about them. |

It's amazing to look on here and see people's personal vendettas being put so clearly on display. One thing is right though...eventually the truth does come out. Funny how looking back at some of the posts people have submitted on here and other message boards they state all kinds of things about people, but then after time passes they just jump to another, then another, than another topic to gripe about and sling accusations at random people since their prior accusations found no merit. One word...PATHETIC. It's amazing how people can become so totally consumed in trying to get at people that in the process their own lives are a shallow meaningless existance.

I think you might be wrong about good old Joe |

My My Oh Brother, it is quite obvious someone stepped on your toes. My first post was taken from minutes of meeting and facts. Now let me give you more facts. Graves worked for Evers until Evers found out how Graves was handling Lake Ozark books. and the Fact that Graves said "there is a sizeable amount of money missing and I suggest we just wipe the books clean and start over." Way to go to balance the books wouldnt you say???
Then, today I received a copy of the Proposals and low and behold, Graves has copied Evers letter to the city almost word for word. Of course that is no surprise. Graves can't even create a proposal of his own. The sad part is, the City Administrator of Lake Ozark didn't even pick up on this when he read the proposals. He stated they were pretty much the same (well yea) and he recommended the lower bid. That in itself should tell you about Graves. Furthermore, Graves bid was illegal because it wasn't sent in as a "Sealed Bid". I thought Lake Ozark was going to start down an honest path but it looks like its just the same as it has always been. |

I believe what Graves has done is called "Plagiarism".
(Copied from Wikipedia:) "although plagiarism is often loosely referred to as theft or stealing, it has not been set as a criminal matter in the courts. Likewise, plagiarism has no standing as a criminal offense in the common law. Instead, claims of plagiarism are a civil law matter, which an aggrieved person can resolve by launching a lawsuit. Acts that may constitute plagiarism are in some instances treated as copyright infringement, or a violation of the doctrine of moral rights." After reading the "Graves Lower Bid" it is plain to see why it was picked. Evers ask for a lot more information and I am sure Rachel wouldn't want to give it to them. Too much work for her. She would probably have to go home "Sick" a lot. |

So what has changed in Lake Ozark. Nothing and it want until we get rid of Kelley |

I inquired about the City Administrator position the week it was vacated I was told to send a resume to the City Clerk. I attempted this for several times and each time it was returned. I called and was told the system was down and I would be called when it was up. To date I have received NO call. I sent a hard copy of my resume to date no response. It apperas their is some problems.

it looks like you all need to show up at the next boa meeting. sounds like someone knows something and it needs brought to the attention of the local tax payers and the board. if there be any truth in you you will... see to it... the extra funds that are missing if any could be put to good use.
|
||||
|
Hi Teton, You need to contact Joe Barfield, Temp
City Adm. and talk to him. Don't even go there with the City Clerk. She cannot be trusted. To Doc, those missing funds aren't there to be recouped. The went in some pockets but the problem has been to prove it and who's pocket.. You can bet the audit will be brought up at the next meeting. |

i dont think there is antthing that says you have to use the cheaper bid u can use the persons doing a better and more honest job. honesty is a good trade but sometimes you have to pay a little more for it...

I cant believe that the tax payers of lake ozark would continue to put up with someone stealing money. this person needs to be sought out and properly taken care of.If this was to hapen in any other city they would have been fired a long time ago. the boa needs to launch an investagation and who ever is guilty goes home asap.
|
||||
|
Thats exactly why they don't want Evers to audit their books. SHE has been stealing for years. Even past employees have told me "you wouldn't believe the money being stolen at city hall!!!"

Did Graves send in a sealed bid with the required wording "2008 Financial Year Auditing Proposal" on it? This was a requirement that is stated in the letter from the city clerk, OR was Graves an exception?
If all the things were not followed in the letter written by the Clerk the bid is illegal. The aldermen accepting this bid has performed an illegal act also. "Any aggrieved person, taxpayer to, or citizen of, this state, or the attorney general or prosecuting attorney, may seek judicial enforcement of the requirements of sections 610.010 to 610.026." "Upon a finding by a preponderance of the evidence that a public governmental body or a member of a public governmental body has purposely violated sections 610.010 to 610.026, the public governmental body or the member shall be subject to a civil penalty in an amount up to five thousand dollars." Wouldn't it be interesting if those 3 aldermen who accepted this bid would get fined $5,000 each? They should be more careful when accepting illegal bids. This would be a good lesson for them. |

There is a way to find out if Kelly is guilty of embezzling from the city of Lake Ozark. The IRS can do an audit on her ( back ten years) and clearly note through documentation of her bank account('s) history, and the money flow in that time. This can also be done by the IRS as to the person or persons she has co-conspirited with, concerning the missing monies. This would be considered a Federal matter and would be charged and prosecuted as such.

Quoted from the Lake Sun: "Audit Looks Good in OB"
"A representative from Williams-Keepers presented the Osage Beach Board of Alderman with an annual audit report on Thursday night." Wonder if Rachel sent Williams-Keepers a letter for a bid on the Lake Ozark audit?? Any bets?? She will say she has never heard of them... Sure wouldn't want anymore competition from her beloved GRAVES. |
||||
Lake Ozark officals have been doing thinks Illegal for so wrong they dont know what is legal or illegal. |
||||

Remember when you went to school and someone copied you work??? Remember on a test if they were caught copying, they flunked the test and sometimes the class??? Remember how the kids called them copycats???
It seems Graves fits right in with all of that. Is this the way he conducted himself in school? It's how he conducts himself in business. If he isn't intelligent enough to come up with his own proposal, it makes you wonder how he can conduct his business in an HONEST way. I guess that is the kind of business the people at city hall and 3 aldermen feel about the way audits are conducted in Lake Ozark. Like all the other Wheeler Dealers that come to town. This one has been in town for a long time. Kind of like a wolf in sheeps clothing. |

you say honesty. ill say its a fair trade to take up.honesty that is. they say it cost to much but i bet it wuld be cheaper in the long run. or shall i say the next six months... the money that could be gone or lost in the next three months could be enough to pay for a better more honest audit... why throw good money after bad twice. well i guess that would only make to much sence. honesty may cost more but it would be the better way to go...
