To the Parents and Children of Mitchell County
who may attend school at North Mitchell County Elementary School Letters were recently circulated in the community with questions regarding the school being built in Baconton, Georgia. Over the past two years, we have held town hall meetings and public hearings to give the community an opportunity to ask questions and share concerns. The Mitchell County Board of Education encourages those individuals who have questions to direct their questions to the right people, the Mitchell County School Board Members and/or the Mitchell County Superintendent. There are many good reasons why building this school should and will work. The right reason is because the children deserve it! Let us all expand our view and choose to see the positives and not the negatives. Is the glass half empty or half full? When individuals have tunnel vision, they cannot see or hear the right reasons. The individuals asking these questions should examine their reasons. Could it be personal reasons why they oppose the school being built?ˆ |

Questions, Comments, and Answers:
Question 1. Why must children travel 12-15 miles to school, when there is a school across town? The Board had many different reasons as to why we decided to build the school in North Mitchell County. A few of the good reasons are: 1) The students in Baconton sometimes stay on the bus two to three hours during the heat of the day and must be at the bus stop early in the morning and must wait in the dark. 2) Students in Camilla who would be traveling to the North Mitchell County School will leave Camilla and go directly to school; the average time on the bus will be 15-30 minutes. 3) The Board also looked at statistics throughout the United States, when students attended PreK-2 grade and when students attended 3-5 grades. Those students attending PreK-2 grade had learning deficits between 2nd and 3rd grade. 4) According to the statistics, students attending PreK-5 grade have a greater chance of success. This continuum would give the students and parents a better chance to get to know the administrators and classroom teachers. 5) The Georgia Department of Education looks at grades (3rd, 5th, and 8th) on the State mandated Criterion Reference Competency Tests (CRCT). The new configuration of grades will enhance the students’ ability to meet state standards as defined on the CRCT. |

Question 2: Could it be that there are not enough school age children, grades PreK-5th, to fill the school being
built in North Mitchell County? 1) The School Board included North Mitchell as the population to attend the school, which would have a southern boundary from Georgia Highway 37; North to the Dougherty County/Mitchell County line. This will provide the necessary population based on state standards to achieve the necessary numbers for the schools. 2) The School Board members checked the numbers of students; we have over 1300 students, including the charter school’s students. The students attending the Baconton Charter School were not considered in the count; that left over 900 students between the two PreK-5 schools to attend the North Mitchell County School. 3) In our discussions with the Georgia Department of Education on the facility plan, we asked that the Baconton Charter School students not be included in the numbers for the new school. According to the state department, Mitchell County is the constitutional school district for the State of Georgia. All state laws that regulate student count for earnings toward the construction of the new school facility were met based on legal guidelines. Question 3: Just how many school age children, grade PreK-5th, are there in North Mitchell County? 1) Based on studies by the Administration, the boundaries were set to include the southern boundaries from Georgia Highway 37; North to the Dougherty County/Mitchell County line. Approximately 350 students are assigned to the North Mitchell County site. |

Comment 1: If the data and information for the North Mitchell County Elementary School were false and/or
misleading, then the school board should correct it. 1) The data used to achieve the numbers was provided by the Georgia Department of Education in a facilities study. We believe the information provided by the Georgia Department of Education is in no way false or misleading but is based on statistical information for Mitchell County. Comment 2: Those people guilty of lies, providing misleading information and deceptions should be removed from their positions by the 2009 board. 1) We are very fortunate to have committed school board members that served in their capacity for the last four years. During their tenure, the district has made tremendous student gains as a result of decisions made on behalf of the students. Such gains include: Board of Distinction; Governor’s Cup for SAT Score Improvement; District AYP; U.S. News & World Report Bronze Level High School; MCHS Students presented at “Capitol Tech 2009” in Atlanta and in Washington, D.C.; Distinguished Title I School and Distinguished School District; and State Superintendent’s Distinguished Achievement Award for Improvement in American Literature on EOCT. Comment 3: We in the community are just tired of our local public officials with the same characteristics of those on Wall Street, Washington and Big CEO’s (untrustworthy)! 1) The Board has been honest and trustworthy in their decisions. We have heard from the naysayers. However, we know there are many citizens who support what we do, and we have heard from them; but there are many that support us, yet we will never hear from them. 2) Decisions that were made in the last four years were not always popular decisions, but in the end we made the best decisions for our students.< |

Comment 4: The parents within the city limits of Camilla will not honor or respect your North Mitchell County
attendance zone. 1) Our Mitchell County parents have always supported the Board’s decisions, and we expect they will honor and respect any decision that allows their child an opportunity to excel and succeed. Through school and board meetings, parents are always welcome to address issues that they have about their child. School and central office personnel are ready and willing to address any and all issues that may impact your child’s success. Comment 5: The issue is not a school in North Mitchell County, but there are not enough children in the area to build the kind of school building that is in plan to be built. 1) Schools are built to meet the needs of the students in the county. Based on latest census, North Mitchell County is the fastest growing population and will continue to grow because of the proximity to Dougherty County and Albany, Georgia. A school in North Mitchell County is a response to the growth in the area where all students in the identified grades have the opportunity to attend. In closing, I hope in the near future that WE THE PEOPLE of Mitchell County will be able to sit down and talk with each other, instead of CIRCULATING letters and dividing this community. In the next two to five years, it is so important that we work together as a community. Let’s put aside our personal differences and do what is in the best interest of the students. School District Reconfiguration for
Pre-K through 5th Grade Students for 2009-2010 Listed below is the information that was sent out to the parents of students currently in Pre-K through 4th Grades. Students currently in fifth grade will be moving up to the sixth grade next year at Mitchell County Middle School. If you did not receive a letter and if your child will be in Pre-K through 5th grade, please contact your child’s school. The last three or more years the Mitchell County School System has studied district performance and made positive adjustments in practices that have proven ineffective for students attending school in our district. These adjustments have resulted in greater academic performance for all students assigned to the Mitchell County School System. One such finding is the tremendous improvement in student performance when students are allowed to develop and be nurtured in a single school setting from start through sixth grade. It serves to allow the student time to develop at his or her own pace after mastering a concept, rather than be rushed to move to the next grade and new school. Teachers have longer to work with a student and make sure they are ready academically and socially by the time they move to the middle school.
