Is this the kid who was not in a carseat? The mother should be charged. That is horrific neglect. A mother who loves her child and protects him does not fail to put him in a carseat, ever. She's going to find that carseat, unblemished, and stare at it wishing she could go back in time and use it. Or maybe it was the case they couldn't afford one, in which case that's sad but there are programs for people like that to get help. But there were two people in the car? Not one of them said, hey, wait, this little kid is in a seatbelt and not a carseat? That can cause internal decapitation. What were they thinking?
