IRWINDALE -- A San Gabriel Valley Tribune article from 2007 resulted in the arrests of four Irwindale city officials, including a current council member, officials said Wednesday.
The four have been charged with misappropriation of public funds after they allegedly attended Broadway shows and baseball games during trips to New York to get a better bond rating for the city, a spokeswoman for the Los Angeles County District Attorney's office said.
Charged are City Councilman Mark Breceda, 50; retired city manager Steve Blancarte, 56; finance director Abe De Dios, 65; and former councilwoman Rosemary Ramirez, 49, said Deputy District Attorney Nipa Cook with the Public Integrity Division.

a City of Baldwin Park employee who heads the city's crime-free multi-housing program, appeared this morning at the Foltz Criminal Justice Center, but because De Dios is out of town their arraignment was rescheduled for Dec. 2. De Dios is currently scheduled to be arraigned Thursday.
As this newspaper reported on Oct. 28, 2007, in an article written by staff writer Jennifer McLain, between 2001 and 2005 city officials traveled to New York for up to six days at a time to get a higher bond rating for the city.
During each trip, the officials bought tickets to Broadway shows and sporting events that had nothing to do with city business.
In 2007 Bob Stern, president of Center for Governmental Studies, questioned some of the expenses.
"I don't have a problem with them going back to New York," Stern said. "But I do have a problem with the extracurricular activities."
As McLain reported in 2007, city representatives dined at the famed theater district restaurant Sardi's, had a $1,027 brunch at the River Cafe and ate a $1,558 lunch at Windows on the World, formerly located in the World Trade Center, finance records show.
Among the expenses were shows and baseball games.

Such spending continued through four years, documents show.
The total cost for all five trips was $205,678.
Entertainment costs alone totaled $22,000 for the five trips, finance records show. That does not include the charges city officials were reimbursed for, including snacks at a baseball game,$50 tips to maids and cocktails and meals, records show.

"It's not like we were meeting in Irwindale or in the state of California," she said. "It was New York."

As I stated "CarParker", I will be relentless in exposing you as the revengeful, corrupt non resident person who has no other desire then to defame the Breceda's, Irwindale and Baldwin Park due to your own self distraction. The undisputed facts are that your old property that was in shambles has been turned into a beautiful residential community. Your junk yard was declared an eyesore even though you had ample time to rectify your illegal actions.

Jim Humley has been a plague on the community for over ten years. He is a convicted fellon. He has stole, cheated and lied. He continues to be a burden on society. He is not eligible to have a voice in government, he can't even vote. He has been claiming for the past two years that Councilman Breceda is a criminal and is going to jail. Hunley states he is a fighter for justice when he himself is a villain whom has served time in prison. He lost his property that was filled with city municipal code violations on Shrode Avenue. The property was contaminated with rabid rodents and human biohazard waste. The property was refurbished and now is a desired area. Hunley is only seeking revenge on a city that kicked him out after several warnings to clean up or get out. If Hunley was my tenant, I would have evicted him also.

Towing fees put $1.2 million into Bolen Parque’s city coffers in 2009, so you can see why (in a tough economy) the city needs checkpoints. Read more here.

On the other side, James Hunley isn’t the most credible source when it comes to attacking city policies. Hunley was recently arrested for practically stalking the owner of Royal Coaches.
