I called to report shots(hand gun) fired in Pelican Bay, Texas. I RECEIVED A CALL BACK 7 MONTHS LATER. I had to call and leave a message. Apparently Pelican Bay Police Department works off of cell phone responses. My wife, Katie and I receive a mailed ticket to pay for our dogs being loose in Pelican Bay but unfortunately ATV drive in our circle kicking up roadbase rocks breaking our back window which had to be replaced 4 TIMES. But officers could not be there for conformation of the crime that was committed. Did I mention that I dogs that don't even have collars were sighted of being loose. As a homeowner here in Pelican Bay, I will call the law on EVERY LAW ENFORCEMENT VIOLATION to investigate now that they got my attention of the law.

I will now be in the running for office. I haven't reached the age of 40 and retired 4 years ago. I will now be running for office and applying for the Animal Control position thanks to my military medical career. Or the city may reject my application due to my father's actions which I DO NOT CONDOWN.

Either way, I see a law suit or a job opportunity.

I've even tried to log onto the Pelican Bay website with no response. I will continue to call 911 or Azle Sheriff's Department if I am unable to get an answer. I'm sure they will get tired of it but what is the law for if an officer can't be reached for assistance... someone dying??? I can perform CPR but what if I can't due to DNR orders or if an officer shows up 3 hours later??? I am her for life. I am a homeowner and now talking to my wife and neighbors to run for office due to the treatment of my neighbors and family here. I don't even have to work to pay the bills. I WILL VOLUNTEER for the job.
Officer Towns can reply but it will show if no animal tickets, no job. Law suits will come or I will be hired to make it clear that animals, with or without collar identification tags, by city ordinances(which was not correctly stated on my wife's ticket) will be getting the job or declined due to my father's opinion(which lives in Pelican Bay also). Unfortunitely, I will win.

Job description:

The City of Pelican Bay is now accepting applications for a part-time Animal Control Officer. Under the direction of the Police Chief, employee will patrol for stray, vicious, diseased, injured or dead animals; respond to citizen complaints regarding animals, and respond to emergency calls. Responsible for animal welfare and proper confinement or disposition. Work with veterinarians, citizens, and doctors in quarantine of suspected diseased animals. Issue dog licenses. Issue citations on violations and testify in court. Maintain shelter by performing such duties as recovery of animals, cleaning, feeding and other duties that may be required. Observe areas of alleged violations and interview available witnesses to determine if laws are being violated. Will be subject to on-call emergency service (after hours). This would be a perfect part-time position for an existing Animal Control Officer working for another city or jurisdiction. Hours would be approximately 15-25 depending on availability of candidate.

Job Requirements Education, training, experience:

We prefer a high school diploma or G.E.D. Must not have a criminal record. Must have current Texas Class C Driver license. Prior animal care or kennel experience and/or training preferred. Must have ability to drive a motor vehicle and work outside in all types of weather. Must be able to understand and follow written and oral orders. Must have the ability to interact with the public under normal and adverse conditions. Must be able to read a map and follow directions. Basic certification from Texas Department of State Health Services (DSHS) as a Certified Animal Control Officer or the ability to obtain certifications within the first year of employment. Prefer Animal Euthanasia Training or ability to obtain certification within 120 days of employment.

It said that I would receive an email shortly but still waiting... Going on 4 and a half hours now.......

I guess they are screening who applies or the just place the add for Animal Control Officer to get more funds from the state. I guess I will have to report that.

6 hours and still no access. I have all night Pelican Bay. I'll be here all night and the next and the next and the next. I will be there next counsel meeting. Sooner or later the public will know I will not quit them. I will be there for them. Tomorrow is a brand new day. Tomorrow starts their day of justice. Their day of being cared for. Their day of professionalism in office and their opportunity to make a difference of the future with or without me/someone to save them or comfort them of the negligence of the members of office.

Sorry, the city has gone another route for animal control officer. The city has contracted back with North Texas Animal Control on a "as needed basis" to dispose, shelter or find homes for unclaimed animals and the city will be looking for VOLUNTEERS to patrol the city and to take the unclaimed animals to the NTACA.
The city budget at this time does not allow for a paid employee in animal control. SORRY!!!!
The ad needs to be removed and I will see that it is done, ASAP!!!

If you received a citation for a dog at large, then you violated Ordinance # 212. TOO BAD> keep your dogs on your property, they MUST have their rabies tags and city tags attached to a harness or collar AT ALL TIMES.
The city will be holding pet registrations on three weekends in February, so do not miss getting your dogs registered.

The Police department does not use a web page. So if you're waiting for a responce from that, wasting your time, go in PERSON to the PD with any concerns or complaints. They don't have time to waste visiting a web site and they did not set it up. If you have a complaint to which you want investigated, it MUST be in WRITING... Verbal complaints are not taken seriously and a paper trail is needed on ALL investigations... otherwords, PUT IT IN WRITING!!

Want to run for office? You will have the chance soon enough. Applications will soon be accepted for a seat on Places 3, 4, & 5. The VOTERS will decide who fills these spots, so what LAW suit are you referring???

I don't know what problems you may be having and don't really care at this point. Have a problem then go and visit the persons in charge. Too bad you got a ticket, you say you FOLLOW the law, well that requires your animals too...

Can't we use the gas well money to pay for an Animal Control officer? The NTACA was pretty useless. Everytime I called for help with a roaming animal, 2 of which jumped my picket fenec and were roaming in my yard, they told me they wouldn't come unless I contained the animal and could assure they weren't coming out here for nothing. I was so angry. I am not getting paid to contain an animal while they finish dinner and come when they can. And have volunteers pick up a roaming animal, put them in their car, and drive them to Roanoke? Seems like doing that would make me the animal control and not the NTACA. I'm sorry to be negative but so many people dump poor animals out here that I get tired of trying to get them to go away knowing they are lost, or hungry, or just needing to find a home. There has to be a better way. I say if MichaelUSArmy is willing and able to do it, let's let him do it. Is there a budget for Animal Control? It used to go to the Police but don't know if that's still the case. There should be quite a bit of money since the Police never did animal control and no one has taken the position. The money should still be there. Does anyone have any ideas?

Also, since we're back with NTACA, do we register our pets with Pelican Bay and the NTACA, or just Pelican Bay?

The NTACA will only be working with the city when we need to dispose of unclaimed animals. They will not be patroling like before. We will have to catch, hold the animals for the required time (3 days) and if it is not claimed, then we transport the animals to NTACA to do whatever they want to with them.

All pets are being registered by the city, who controls this again, So DO NOT register with NTACA...

It seems from the last meeting that the city is working off of the gas money, due to short falls in the budget, I am not happy about this and asking questions, WHY??
Yes there was a budgeted amount set but you have to have the money to be able to pay it out. Its one thng to show on paper, money alloted for a service but is the money there?? Not likely.

When a budget is done for the coming year, you estimated what expenses will be and what revenues will be coming in. Its only on paper as a guideline to where the funds will go, so its not like we really have that amount just sitting, waiting to be used. We have to have the revenues before it can be spent.
This time of year, property taxes are SLOWLY coming into the city. But look at your tax bill and you'll see what exact amount comes to the city. Out of a $900 property tax bill, only about $300 or so actually comes to Pelican Bay.

We had hoped that fines and warrent fees would help with the budget's shortfall but this also is a slow process. You have to locate the persons who have outstanding warrents, and most times this can be impossible, due to them moving, not changing address, etc. This is why we are looking into a possible agency who will handle these types of collections. From reports we have seen there is about $125,000 worth of outstanding warrents, BUT you have to find these people to collect. So a collection agency who will work off of a percentage may be our only way to collect on outstanding warrents and fines. They have the personnal who can research into detail and possible find those who owe the city these funds..

The city is looking for a VOLUNTEER who will patrol the city, answer animal calls, remove the animals to NTACA,(a Truck is provided), assist the police department on animal calls, etc. This is NOT a PAID position at this time.
An officer will be attending a class in February to learn the laws and procedures for animal control, so he will be the one who will be working closely with the volunteers and provide the other officers with what the laws state.

This is about the best we can do at this time. No money to pay anyone and no money to contract a full time animal control, I'm truely sorry but this is what we have to work with and make the best out of it.

I appreciate your explaination of all of this. It's just such a sad outcome for the poor animals. Right now there is a wet dog roaming around out here that I hope can make it through the night without freezing. I've tried to get him to come close enough to stay in the yard and under a doghouse but he's to skiddish and scared. I just pray for him and hope we find an answer to this soon. Yes, it's just a dog but it's hundry, scared, and now freezing. Sigh....

And to be honest, once you leave us RMc, we're sunk. No one else would have dared tell us about a budget shortfall and using the gas well money to run the city. I just get so frustrated with some of the people who are supposed to be leaders. It makes you want to throw your hands up and give up. At times I wish I had never moved here. Then I think of the sweet people I've met and made friends with and try again. Guess the weather must be making me feel down because I just feel like this town gets things going in the right direction and then someone or something has to go screwing it up again. It's like it's afraid to be a success. Maybe we'll get someone in office who will keep the council on task and on the right road and accountable like you did. We can only hope and pray for that. If not, I'm afraid we're headed to a fate like Briar and Reno. Those around here know exactly what that means.

Sadly, the truth hurts and can be very ugly, no matter how you sugar coat it.
There just never seems to be a good solution sometimes and some have to suffer because of it.
The city has made many mistakes in the past but we are still having to bear the blunt from these past mistakes.
It will take a very long time before this rap the city has,before it can come out of the dark. BUT we are headed in that direction and let's hope it will stay on that path.
In hard times call for hard decisions. I hope this council is prepared for what surprises await us..

Good job there Michael, In my opinion, there are a lot of issues that need to be addressed for our wonderful little neck of the woods. Not to take away from the current council, as they have done a lot of good with what they have had to work with. However, I believe there is more, much more that can be done to improve on our quality of life here in the Bay.
Therefore, I am going to register to run for council as well. Maybe, with the help of other concerned citizens whom love and want this community to thrive and become popular and prosperous, we can make it happen.
My background is in Comunity Management,and Special Function and fundraising events. In these areas of my experience I believe we as a Community and together as a township can come up with a plan or plans to increase the revenue among other things for our town. So I suppose I will see you one the ole Campaign Trail and Good Luck to all who run.

As far as the ticket you recieved for you dog, well, we got one too, and even tho it was in our own yard, the ordinance does state that they have to be leashed or harnessed, so we are paying the ticket.
I think that optimism is greatly needed here and we should focus on being positive as anything else would only bring a negetive response.

I'm sorry my friend but trying to shut off my electricity at 3am is not going to work. Tri-county just turned it back on. Its going to take more to try to get me to sleep in the morning. Nice try because all of my neighbors had electricity. Laptop and cell phones are all on batteries. You need to get with the program. The only thing that hurts me is my MP3 player is the only thing plugged in. I have a generator that charges my cameras by ADT and my hard-drive.
It is going to more dedicated to see that all my neighbors get my attention.
Nor sleep or snow is now going to keep me from taking care of my friends. P.S. you were caught on camera and it will be addressed of your address in which house/trailer you returned in.
You're one crazy person to disconnect my elecricity. You could have died to pull such a stunt.
Kudos to you but it's going to take much more than having my son late for school.

Disconnecting your electricity? What a moron!!! Maybe next time he'll be sportin' the new "smokin' frizzy 'do" and looking at the tape won't be necessary. Just follow the bits of fried hair. You ought to post the video to YouTube and let everyone get a look at a truly stupid person! You could also let the people at Tri-County see it. They would prosecute for illegal criminal mischief, especially since they had to send someone out to take care of it. Wasted time and wasted man-hours. I hope they read this or, if they're really THAT stupid, having someone read it to them and they can determine if they made a dumb-a** move. Ha, ha, ha!!! I'll be watching for it on YouTube.

Yesterday i had my dog shot at 3 times by larry Reed, he is a firefigher and told my 4 year old & 6 year old sons 2 days ago he was ganna shot there dog! how low is that, to tell 2 young kids that, anyway, my dog is a full blood lab, not at all agressive, just a big baby, he does try to roam around but i have my number on his tags & have always picked him up when i had a call & would be out looking for him when he did leave the yard. larry has told a lot of people when he saw my dog he was going to shot him because his words "the cheff told him he could shot roaming dogs on site" well yesterday he saw my dog, and shot at him 3 times, luckly he did not kill him, but the bullet has to be removed by the vet in the morning. Larry says my lab was chacing his cats, first of all, he seems 2 own a lot of stray cats who come right infront of my yard "everyday" teasing my dogs! so why is it ok for his cats 2 roam & get away with it? he was shoting 2 kill!
the cheff of police says he did not break any laws, that its ok 2 shot an animal that comes in your yard & "shows agressivness" my dog is a lab! not a pit! big differnce, i understand i need to figure away 2 keep my dog in my yard, but i dont think its cool that animals "dogs" are being shot in an overgrown tryler park with children EVERYWHERE!!
I have lived in pelican bay for 7 years now, this place is sad, of corse people are droping there dogs off out here! why not? its ok to shot them & easly get away with it, i have put my name down to help with the animals here, i feel pelican bay runs its own lil law & do what they want, the cops here are not for the people! it takes them forever to respond & then they are very rud & are just for them selfs & the people who let them get away with it. i know its always ganna be the same out here, but i just cant believe it is the way it is, i hope we get good people in here that are here for there city & the people, to protect & serve, my 6 year old is tramitised thinking firefighters are dog killers now! & how can i correct them when its true, cops should be role modles, but out here, they are not even close to that. and the dogs are out of controlle, thats most of the reason my dog leaves, he follows the ones walking down my road, i understand they cant aford 2 pay animal controle, but they can aford a dubble wide for what~4 cops, and get this, my husband got pulled over the other day for doing 46 in a 45~ 1 of the officers were down the road telling people what my husbands charges were & everything, i stop 2 ask the guy he was telling if my husband was going to jail, he "a pelicanbay water worker" told me EVERTHING, with the cop right there!!!! when did they get the right to tell people what chages give people! i think we should be apart of azle where the laws are made by texas~not pelican bay!

hello~ v been reading a lot of things you have posted on here as well as stuff others have posted~ iv lived in pelicanbay for 7 years now, and i agree with you so much, il vote for you! we need people who give a damn about us, our children & our pets! to many dummys shoting guns out here~ like larry the dog shoter!

yes~ and i do! the dog got out, first offence! and he gets shot! iv come to relize pelican bay is bull shit either way, we cant aford cops but we can aford a dubble wide for how many cops? 1~2~, and we cant aford animal controle, but we can aford to remondle a double wide for a cheff who says hes only here for him self! i "am" a concerned pelican bay citizen! i am concerned for our people, our animals and defently our "children" who look up to our police man & firefighters! im not 1 of the people who set at lucky lady talking about every one elses buissness, i have a life of my own, with a good family "lab" puppy who got shot for chasing stray cats! my 6 year old son use to love cops & fire men, he says "said" he wants "wanted" 2 be a firman or a cop, now he thinks there both animal killers, people can say what they want, hell go 2 luckylady to get the latest news~ if you feel its ok to shot a good family nonagressive what so ever puppy~ then go ahead, i cant change a dog killers mind, but as a person, i am aganst shoting a playful puppy~ now if it were agressive and actually atacted or attempted to attack a person i would see it differnt.
i was mad at larry for shoting him now im not "as" mad, because he only did what thecheff told him 2 do!
