It is not 20% annually until the town catches up, it's yearly payments that increase in 20% increments until 100% of the gap is reached. First year increase 0%, 2nd yr 20% of the gap, 3rd yr 40% of the gap, etc., so that 100% of the gap is paid in year 6.
