What a joke. You can become certified with 200 hours of instruction (5 weeks) and that is going to stop this percieved problem how? How about the local governments worry about how they are going to control costs to keep property taxes low. Or is this just a way to generate additional income for the town? If it is, just come out and say so instead of hiding behind "we are trying to prevent a problem".

"Police received those two complaints about facilities offering topless massages about two months ago."

Who cares? Who really cares? Why should that be reported? It's in a private room and it includes two consenting adults. Toss these "morality junkies" out of Indiana.

This type of incident makes me frustrated - because if you don't want a topless woman to give you a massage ... then guess what? Don't go there! For those of us who want those massages, please just let us be. Stay out of our business.

The town council should have no problem blocking this type of business -- they're experts at blocking things. Especially traffic.

I think these parlors are "trying to pull a fast one".

200 hours to learn how to give a HJ? That must be one helluva special finish.

Boy, business sure has picked up from the public sector since the snafu with property assessments. There's a lot to be made in massaging those "stiff necked" politicos.

I had a lot of jokes planned to post on this story, but it appears almost every one has been done already by previous posters.
Great job Indianapolis Star readers, I love your sarcasm.
Maybe this writer, Ryan Loew, could do an undercover expose on what happens in these massage parlors.
Could you pull that off as a work expense, Loew?

That's why Edge is no longer with the Colts. No more massage with the happy ending.

Studio 36 in Avon and Sunny Beaches (Avon & Plainfield) are full on brothels. There are about 5 different Asian rub and tugs in these 2 towns as well. I've been in these - they don't just offer 'topless massage'- that's just marketing. If you have a condom and $300 then you get anything you want.

I'm just sayin'

Not quite...
You see, we're not making jokes. It's just a very sticky situation, the business at-hand here. If it's not handled properly, there could be an eruption of trouble with stiff consequences before all options are exhausted.
I'm sure these massage parlors will continue humming along until their cover is blown and the owners lose their grip on things...
Oh, that's enough. I have too much to do to continue this (but I've been giggling like a school girl the entire time...)

It's too bad the morality police can't find a more productive use of their time. Maybe they need a field trip to Bangkok, where there are massage parlors the size of the Hilton Hotel in downtown Indianapolis. Guess what? Nobody much cares one way or the other, and life goes on. If you want a massage, then you go get a massage. It's that simple.

Maybe he already got the undercover work done...If you go back over the story, he seemed to have this relaxed effortless flow going throughout the whole piece...

that if push comes to shove, the massage parlors leak the phone numbers of their clientele just like the "D.C. Madam". Let's see how many of the sanctimonious, bible-banging, good old boy politicians phone numbers turn up on the list!

Personally I would never consider spending $300 at a massage center, however I see this as an infringement on our rights. Simple as that.

Soccer Mom's need to shut up.
