horton vs meskill was supposed to fix the disparity in educational achievements between the wealthy suburbs and the inner cities, by providing equal expenditures per student across the state(essentially). in fact, more money per student was provided for the :\"disadvantaged" city students in the inner cities. the result=zero improvement. money was and is not the problem. stupidity is the problem, and , ubfortunately, no amount of legislation or taxation will ever fix that.

Education needs to be a part of each families life. If children do not see the importance of education thru their parents values and examples, they are less likely to achieve greater results in the classroom. Allocating a sum of money per child though important will not guarantee that all children will suddenly excel in school. Education needs to be addressed from multiple angles, both at school and at the home. I have always found it interesting that many parent will get angry if there children have to do homework after school. Each class lasts less then an hour. If children are not given homework how will they be able to reinforce what they have learned?
Side note: Parents let their children play sports which requires daily practice and games that are usually scheduled on a school night. They do not have a problem with their children spending hours each day on a sport.
