That poor town, nearly dead is rescued. People don't like change even when it brings much needed money to their communities. I feel for them. Much like Nauvoo in Illinois which would be in the pit of poverty if it were not for the money poured into it.

I think some people are missing the point. The problem is that the woman came in and made the changes without input from the residents of the town. Does anyone remember the movie "Pollyanna," and the way Aunt Polly ran the entire town and anyone who disagreed with her was pretty much out of luck? I see a parallel here. It's one thing to help revive the town, but another to do it your own way and damn anyone else's opinions.
