At 18, right out of public shcool, I had bought into the liberal crap public schools was shoveling. I am ashamed to admit it now but as proof of my indoctrination, I actually voted for Carter.(hanging head in shame)My dad has never let me forget it and it has become a joke between us. Once I got into the real world, I realized my profound error.
I saw a quote once about how liberalism is a mistake born of youth and ignorance but conservatism comes with age and life experience.

It varies State by State. Often times their citizenship is not verified. In any event, all illegal's who have children in the US qualify for subsidies because of their children. Wic, food stamps, etc. A few months ago I was in line at the grocery store. The woman in front of me that spoke no English was paying in food stamps as her husband/boyfriend was at the customer service desk wiring a wad of cash somewhere. The destination I will only guess at.
