Confusion? Training? Technology aids?
It would seem that "mile post 26" would clearly be in someone's jurisdiction and that it would be readily determinable whose jurisdiction it was. Now the resources and diligence may vary but surely the task of looking at a map is not all that challenging. Or is it a question of boundaries not being clearly presented or the use of textual descriptions of those boundaries?
