Just because the Groundhog did not see it's shadow, it does NOT mean Chicagoland will have an early spring! Heck, in fact, the groundhog could see no shadow and yet Chicagoland could have a cold and chilly summer with not a single 75+ degree high temperature in Chicagoland for the entire year of 2013! You never know; Chicagoland could even see 60s and even 50s HIGHS in July this year! Not only does it snow in April; there are easily at least a few last-season 40s highs, and often even 30s highs, in Chicagoland in April!
The Groundhog could literally not see it's shadow, and Chicagoland could have a summer so chilly that the pools, beaches, and water parks are continuously closed day after day, right through June, July, and August, because it is too cold to go swimming. The past 3 summers were hot and full of swimming and outdoor activities, and Mother Nature could easily decide to cancel summer for Chicagoland and even the entire Great Lakes/Upper Midwest area this year.

In fact, you never even know if this year will see no summer at all for the entire Frost Belt region!
