Town administrator gives Ashburham budget a C grade - Sentinel ...

Full story: Sentinel & Enterprise

Kevin Paicos wasted little time settling back into his town administrator duties, releasing a lengthy -- and bleak -- report on town finances at Monday's Board of Selectmen meeting.

Ok, so what should the taxes be? Our energy costs are going up at home, and the town's costs are going up exponetially. Selling the public safety building is of course not a real option, unless you believe municipalities should not be in the police business.

As for oversized, even if it is true that it is larger than the current need, a building like that will likely serve the town for generations to come. If you built one that was "right-sized" now, it would be too small in 10 years.

If you think taxes are too high, which of course is a common mantra -- I mean who wants to pay MORE money, I would invite you to look carefully at the budget, and tell us where you would cut it. As we have seen in a large city near-by, every cut from every department has led to an outcry from the people effected by the services to be cut.

So yes, turn out the lights when ya leave town hall, and don't let the vehicles idle too long, and do whatever you can to save the taxpayers money. But municipal services you want (and need) cost money. If you are not prepared to invest in your community, then you need to decide what to go without.

They have a police dept running RIGHT NOW without a public safety building.
The police should be watching the roads not sitting on thier can in thier new building.
This builfing along with the town hall do not help the TAXPAYER at all it only makes things more comfy for the mostly out of towners working for Ashburnham.
(LAYOFFS ARE NEEDED AND NOW!)

"The town may be forced to appeal to voters", Paicos said.

"Go ahead, make my day", Clint Eastwood as Harry Callahan, and the voters of Ashburnham when it comes to an override election to bail out these boobs again.

I saw an Ashburnham cop watching the roads yesterday, 7-22, running radar during a blinding downpour when top speeds could not exceed 20 mph. Bystander is right, its time to begin reducing the number of workers and the best place to start, the police department.

Now we are getting somewhere. Actual conversations about where to make the cuts. What is the budget of the police department? What is the average salary of a police officer (including health insurance) and how much will you save be eliminating an officer? Will you spend the savings somewhere else? or return it to the taxpayer?

Oh, wait, first lets examine the operating impact of the elimination of one officer. Are the minimum manning requirements which will require overtime if the position is eliminated? That may still result in a net savings, but maybe not as much as you thought. How many officers are there in Ashburnham? And what is the population? How does the current officers per thousand residents ratio compare with the ratios of similar communities?

And under the collective bargaining agreement, are there seniority provisions? Who will get laid off?

These are just some of the questions you will want answers to before you make the decision, but concrete recommendations are the first step.

Not sure about Ashburnham, but many inspectors in smaller communities are paid a portion of the fee collected by the municipality for the service. Aside from cutting here being impractical, it might not actually save any budget money!

As a member of the Water/Sewer Commision, and contrary to what Mr. Paicos states, I would like to point out that rates have been raised repeatedly over the last several years. They are now among the highest in the state. While a local town charges 2 to 3 dollars per unit of water, Ashburnham charges 6 dollars. The sewer rate is over 13 dollars compared to around 4 dollars elsewhere. The problem is that the operating budgets have gone up and the budgets are not under the control of the Commissioners. I have questioned the hiring additional personel and other costly expendatures but my words fall on deaf ears. Simply, it is not an issue of the Commissioners not raising rates enough but that too much money is being spent.
