International Business Machines Corp. named Dubuque, Iowa, as the first a oesmart citya in the U.S., holding up the town as a model for how it can use stimulus funds to make cities more energy-efficient. IBM , the largest computer-services provider, is helping the city analyze water and electricity use, according to a statement today.
