Shaun Missey, a Ward 1 Arnold City Council candidate, says he's meeting with an attorney this week for advice on whether he should proceed with getting his name placed back on the April ballot.

I think you may be thinking of the wrong person. Missey never paid. He kept applying for waivers and is the one claiming he never received a personal property bill.

Mullins said he paid his SEWER bill the day before he filed.

I've said it before: paying personal property taxes on an automobile is one of the basic tenets of automobile ownership. If he couldn't handle that, I don't think he needs to be representing anyone.

And I'm pretty sure that the utility companies, for example, would still say we owed them money if we didn't receive a bill. I mean, come on. Nobody really buys that excuse - "I didn't get a bill so I didn't know I owed it..." Seriously?

Speaking of utility bills, maybe someone should look and see if all candidates have paid their cell phone, land lines, electric and gas bills, those too have city taxes added to them.

In Missouri it is, but only if you do not know any differently. Illinois does not have them. I do not know where Mr. Missey is from, but perhaps he applied for the waiver the year he purchased the vehicle with the County, turned that over to the DoR and assumed everyone had the necessary paperwork, and would invoice him accordingly, if he was to be invoiced.

If you have never lived anywhere else aside from Missouri, the procedure here is a bit strange in the way it is conducted. He may have thought that they would invoice the lien holder like they do for homes here, and that it was just escrowed. I know I would think if I filed all the necessary paperwork to title a vehicle that my work was done.

Also, on the Waivers, some seem to make these out to be nefarious or a some conspiracy, however, my recollection from going through the process is that all they are is the document you have to when you purchase a vehicle (and thus did not own on 01/01 to be declarable) to take to the DMV to evidence that you are not liable for taxes on the vehicle for taxes prior to 01/01 of the following tax year. I am pretty sure you can only obtain one with a bill of sale, so unless he was forging documents, which I have not seen alleged, I am missing where the accusations of notoriety are.

I apologize for the mix-up.

In the paper it said that he would buy a vehicle, get a waiver then license it for two years and then trade it in never paying the personal property on it. Looking on the DOR website he did claim one car that he did not pay on (don't know if it didn't have an assessed value) for 2008-2009. Then in 2010 there was another car that a waiver was obtained and then there was nothing since then.

Ignorance of the law is no excuse in this instance. I know that his friends would say that if it was another candidate and I think it should apply here. When you move to a state it is your DUTY to know the laws and abide by them.

When you buy a vehicle you have to register it at the license fee office. When you register it the county knows you bought it so they send the assessor's letter the next January. Give me a waiver he asks of the assessor as I did not own it on January 1st. Snicker, snicker. This really works! I would like to register my car for two years if you please Miss License Office clerk. Here is my Oh-fficial letter of waiver. I did not own it on January 1 he reports on his assessor's letter. Lather, rinse, repeat for the next car. Snicker, snicker again. This doofus did this three times based upon the info from the assessor's and collector's offices. Comes Boyer who spots all over his underwear because his guy is treated unfairly. Capricious and arbitrary cries Matt Hay. Not really. The information from the county offices to back all this up is available and 'all you gots ta do is ask them' for it. They will tell you over the phone.

This guy is a tax fraud and Borgelt, Bob Hohmeyer and Boyer are so desperate for support on the council that this is the caliber of gentleman they attract to their cause. Doris has less than two months to go and jcpencildik Boyer has less than two years.

Ordinarily Boyer, Hay and Borgelt are entirely ballsy and inyerface advocates for truth, justice and which ever way they say we should play when it comes to defending their own drive-the-bus-into-the-ditch behavior. Have you noticed how Boyer has not much to say on his jcpencildik website lately? What is absolutely astonishing is how the 6 or 7 separate threads on this issue are all of a sudden silent on this issue. They have dried up. No Arnold Patch postings, nadadamthing. They know. The readers of this Topix game all know. Doris and her boy toys are done.

These dipchits know this guy is a loser and they are cutting his fat-ass loose. Right Missey, confer with your attorney. I hope that works out for you. I understand the JeffCo Prosecuting Attorney has your number and story, bud. You have served as a lesson to Beth's and Terry's offices. They now know what to look for in PP tax cheats.

Watch how quickly Boyer, Hohmeyer and Borgelt cut this guy's belay ropes loose.

Dear Vehicle Registration,
It is obvious that you have not a clue as to what you are making statements about. You also would rather criticize and demean others instead of addressing the issues at hand. No one is a loser, no one is a tax cheat, those are assumptions made and passed on by people who do not know the situation and add their own opinion into the mix. How is one supposed to pay a bill they have not received? Why was this situation not dealt with properly? Why did the city clerk refuse to put someone on the ballot, citing only part of a statute, leaving out the most important part? No complaint was filed with the Department of Revenue. Had one been filed, the Department of Revenue would have investigated. Had they found Mr. Missey owing any taxes, he would have had 30 days to pay the bill and had he not paid that bill THEN and only THEN would he be removed from the ballot. Is that simple enough for you?

First, the proof of his tax actions are on the DOR's website. Everyone can see for themselves what he was up to.

Second, he knew he had to pay his taxes. It was his responsibility to call if he didn't get a bill. If you don't get a credit card statement it is still your responsibility to call when it is normally due and get the amount due and pay it.

And third, you have missed the biggest part of the picture. If they would have paid their bills on time and done like they were supposed to Accoding to the law then this would all be a non issue.

Even if Missey gets back on the ballot I'm not voting for him. If he can't manage his finances better and know what is due when and be responsible enough to call then I definitely don't want him trying to run the city and screwing up our credit rating.

First: There is nothing on the Department of Revenue site regarding any taxpayer's status and there was no complaint filed with the Department of Revenue, no investigation, no tax deemed due, no 30 day clock running, no disqualification from Department of Revenue.
Second:No bill, no taxes due according to Department of Revenue. No disqualification from Department of Revenue.
Third: It would be a non-issue if the city clerk had not failed to place Mr. Missey on the ballot. It is up to the Department of Revenue to receive a complaint, investigate, levy a tax bill and give 30 days to pay, THEN and only THEN could he be taken from the ballot due to disqualification for not paying personal property taxes due.
Fourth: You can't vote from the internet, how was your non existent surgery? You weren't at the council meeting last night.

Why do you feel the need to drag other people into your small sphere of craziness? You cannot refrain from creating non existent scenarios to pull people into who won't even associate with you. If you are a clinical psychologist, you need a consult with a psychiatrist and you might want to tell them about the Sybil moniker that has been bestowed on your rantings. So if the IRS doesn't send me a bill then I don't have to pay? Cool. Why don't you try that and let me know how it works out for you. Better yet, next year claim you didn't get a pp bill and don't pay and let me know what happens. Maybe everybody should use that then nobody would ever have to pay.

No Freudian Slip or do you even know what that means? Obviously not. The only Sybil on here is Doris and her gang who it has become obvious can't decide which name to post under, but do post under other names so they can hide their attacking and protect their political careers, what's left of those careers.

Why don't you put the effort you spend attacking people on here towards helping your ward? What have you done for your ward? Nothing because you are too busy with your nose in other wards and trying to find a smoking gun that doesn't exist. Sweeney names everyone I listed in his last memo...you know, the one that Doris emailed out and had to be posted in its entirety because, as Sweeney said, he didn't want them to misconstrue what he had said?
