Sato asked about contingency plans and studies done by the cities. More to the point, the City of Carmel is not competent in finding solutions to any problems; the City cannot even distribute community surveys to individuals with the correct addresses. Sue McCloud is out of her depths in so many areas, it is a breath of fresh air to finally see a newspaper showing readers the mental idiocy of Sue McCloud, despite her airs of knowing it all.
