OK, we need migrant workers. Can't they be legal migrant workers?

A haven for migrant workers is Georgetown, Delaware.
Almost all labor jobs outdoors are being done by Hispanics. Traditionally all outdoor labor was done by Blacks. Immigrants work much cheaper.
I live in Salisbury, Maryland where, like in Southern Delaware the job market is already on the skids.
