Yard waste ban raises fears of illegal dumping

As a controversial ban on yard waste in northern Delaware's main landfill approaches, residents fear that more of the leaves, grass clippings and branches will end up in illegal roadside dumps.

Someone has been putting their yard waste outside our driveway...obviously to save themselves from paying extra or to just get rid of the stuff. And we of course have our own waste bags, so I imagine WE will be charged for something an ignorant arden person did.
