Judge says panhandling law unconstitutional
A judge says a Northern California coastal city's law banning non-aggressive panhandlers within 20 feet of stores, intersections and parking lots is mostly unconstitutional.

Who keeps them 20feet away! This life style is by choose it should be a law. Who wants to shop when someone is standing by asking for money.
