Maybe the City of Eureka will follow suit, that is create a city ordinance regarding panhandling. If it is already in place, demonstrate how it can be enforced, especially around the Shell station on 5th and N Streets to N&S liquiors on 5th and P Streets.

All you have to do is call the police, give them a description of the individual, state that the person came up to either your car or person demanding money and that you felt personally threatened and that you would like to put the person under a citizen's arrest and cited for a 415 disturbing the peace.

You will probably have to be adamant and assertive with the police AND quite possibly have to have a third part witness.

I have had to go to this trouble after a transient came up to me shouting obsenities after I told him politely I could not afford to give him any money. I got the first, second, and third degree from the police before the eventually complied with my request and detained the individual for identification and arrest. I didn't see the guy in Arcata for over eight years after his arrest.

They should award you a carbon credit for every bum you rough up.....so to speak. Maybe start a "carbon credit for bums" campaign.

So, if aggressive panhandling is illegal, then it must also be illegal for businesses who aggressively put sandwich board signs within developed public-rights-of-ways in order to catcall for more money and business while obstructing the legal rights of pedestrians (Yes, the City of Arcata and it's Public Works Department have some legal responsibilities to provide). Difference is this - panhandling by the poor is usually out of human needs to survive; panhandling by businesses is all about consumption and profits.

It is obvious money is still the object of obsession, just different as to who applies the actions - poor or non-poor; business or individual; popular versus unpopular, etc.... Lest us all not forget all the flyers put upon telephone/utility poles either - in fact, this is argueably a greater impact on the community than panhandling. So, is it really about panhandling, or, is it just the fact that what people look like offend others? If the panhandling is obstructing other folks from merrily living on with their day shopping, then that is a nuisance situation that the business can legally make a claim for already.

Lastly, please define "aggressively" as per the legal usage for a possible ordinance.

How is this for an Idea. No Signing and no Begging. And those that get opportuned have the right to physically discourage the Beggar. The options would be pepper spray and other non lethal(taze the Hobos) dis-incentives. A law would need to be made that protects regular people from the Beggars, and allows for normal folks to create an environment that causes a Hobo to move away.

Your useless to the bums unless you give them money so if in fear you have to give up your money, remember extorsion is a hate crime and your gender most likely played a part, they look for perceived compassion.

Just give them xerox'd dollars and let them get busted. Heck, I'd even call the police and tell them that "Bumm Head" is trying to swap fake for real money.

A "bum" asked me if I had any extra money, I said no, I cashed my check and they diddnt give me any extra... I also have had them ask me for some change.. I said I dont have any and you need to... I'll keep my money and my guns, you can keep the change....
