The scenario of this fiasco is straight off the television, only this is real life with delusional characters playing the roles.
In this unfolding case, a large contingency of perpetrators, some more innocent than others, would have had to receive an OK from a larger motorcycle gang in the immediate area. A larger group would not risk their members on such a foolish action. However, they were certainly blind to the laws of conspiracy.
A smaller, ego driven, "club" is relatively easy to infiltrate by law enforcement. There is a good chance that the Outlaw Biker Task Force, a federally funded law enforcement branch, knew of this action before it happened.
The small time gang was undoubtedly looking for an excuse to make points with the larger and well known gang of the immediate area - and so a conspiracy is hatched... along with an unplanned journey to the pen. For law enforcement, this is a welcome mat to incarcerate as many of, not only the small time gang, but also hit hard at the larger group of drug dealers, pimps, and well... you know.
It appears the larger group that gave the OK were happy to have the testosterone fueled flunkeys do the dirty work, and probably take a selected few into there fold, if they carried out the task. What they did not consider was the RICO Act, especially when it seems, that to en masse such a number of hit men, they must have crossed state lines.
Look for new members or new chapters of the larger group gang. I'm sure there must have been meetings that weekend after the shooting - maybe even awards of membership given out. Everyone in attendance would be guilty of serious felonies, all watched and listened to by the Feds.
The victim who was shot? He must be one tough and or smart individual for so many cowards to commit such a crazy act. The other victims include the poor guys who didn't really want to participate in the first place.
Only my guess, but I'm sure law enforcement has a better picture.

Is this a mafia type take over? How can this many people, seems ridiculous, ride and drive around in formation and not be noticed by police?

I think most of these guns were carried by the people in the cars. This way, if the bikers were pulled over, they would be clean and the cars blend into traffic.
