What kind of mother abandons their children.
The US should deport all anchor babies as they are not really citizens but under the same jurisdiction as their parents.

I need to correct myself. They have them as anchors AND as welfare recipients, so they can sit on their fat asses and collect money from American taxpayers.

The complete sentence (and it's important that we complete the thought) reads:
All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.
So, why is the *AND* important? Because they must both be born or naturalized *AND* subject to the jurisdiction of the USA. Jurisdiction can be partial or complete. In this case, complete jurisdiction is implied, as they must not be subject to another power.

So, who's wholly subject to the jurisdiction of the USA? Please feel free to read The Congressional Record if you truly wish to understand the true intent of the statement from its author, Jacob Howard. So, what does he say?
This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons.
