Hear, hear! I really like our Arizona State Legislature. Thank goodness they exist to keep Nappy and her minions under control. Emission testing has been getting more and more worthless. When it was introduced, people with a minimum of tech savvy could increase performance by tweaking the mixture on their carburetors, getting more power and defeating the emissions controls. It's been a long time since people could modify their cars without spending a LOT of money and having a LOT of knowledge. Making Joe Average fork over to be tested on the off chance of catching this rare modifier is a big waste of money, because anyone who knows enough to do so, knows how to put it back for the test.

It's a tax plain and simple. Probably to aid Maricopa county in paying all the lawsuits they have because of their wacky politicians.
