Parking in Pittsburg, Could be a Problem in Antioch

Dear, X-Chief Casey:
Subject: Some people need a sign posted to understand the law. Maybe signs should be posted on stop lights stating "Must stop at red Light" then violators can be given a exception.
As a rental property owner. I appreceiate the exception allowed on my rental properties. Most of my rentals only have two parking places in front of the home. The Council has contributed to my postive cash flow by allow my tenants to park around in front of other owners property, even though the streets in high school village (where army, navy, avon, victory streets and ave's are) are too Narrow for on street parking. We pick up at a minimum of an extra $400.00 monthly per unit, because we just take the space in front of others homes. It is working well.
Some of my rentals are occupied by as many as 8 vehicles. The folks who live in their low income housing as owners, really restrict my need for cash flow when they call the police about the antiquated, out dated federal Lease agreement on these homes. Your Police department is very helpful in not enforcing parking laws. My feelings and advice from your Police department with regard to that TERM in the "Deeded Lease" as to "No Parking on the Streets", I have to say, When your Police Officers suggested that such a, Lease is over, THAT was good advice. Nice to know City of Pittsburg dose not have to abide by such a Federal Agreement. Rights issued under a Federal Lease arn't worth the paper they are written on, GOOD FOR PITTSBURG, CA. This City can show the World how things are done !
Councilman Casey, I am confident your experience as X- Police Chief will help Us to continue to Operate our rentals in violation of the Parking Laws (codes, ordences, and internation building codes), after all if the Police Department affirms there are no parking laws in this neighbor hood, then there are none. All 2 lane streets should be accepted as One lane, it is best for my profits...
Your continued service, in supporting crowded streets has helped many in achieving more cash flow. Even the drug dealers are thankful & the Prostitutes ? Well their rides are very greatful, when parking and waiting for their services to be filled.

I have noticed this a lot in Pittsburg. There are many Federal Leases, still in existance today, from Camp Stoneman. High School Village Neighborhood was the first Lease written. The Mar-rey Motel was built right out side the front Gate. The old Fence line ran on the south side of the motel between the back of those houses and the motel.
Many of my friends always wondered what Pittsburg would do about the parking, which is identified in the Lease which you are refering. We thought pretending it dosenot exist could work for a while. Seeing that Siino holds many master leases. An Power over City Government.
But Pretending, is just that.
Reality is much different...
