Should the Jehovah's Witnesses be held accountable for harboring illegals

If you have ever attended any meeting of the Jehovah's Witnesses you may have caught a discourse about their honesty. You may have heard them say how they are to obey the government and law as long as it doesn't break God's law.
You may have even heard how honest they are. That if you are working in an office that you should not even take a pencil home but if you do and it was an innocent thing then you should bring it back.
If this is truly the case then the question is, should they be held accountable for not reporting illegals in their organization?
They cannot use the excuse that they are following God's command to reach out to everyone and most people know that the Witnesses have Kingdom Halls throughout the land and in many foreign countries. Surly they could tell the illegals to go home to their own country and worship or study there. There are so many Hispanics that many corrugations have separate meeting just for them in Spanish.
Perhaps it would be wise when traveling to observe these congregations and to look on the building wall for separate meeting times. If you are suspicious you could inform the authorities which the Witnesses should be eager to obey and cooperate with.
