That's their wonderful idea, they are trying to promote this town as an "old historic town", in the process they are destroying the small new investor, allowing only the well already establish ones. No more spaces for restaurants in downtown but ROY'S was able to get a permit to open a SPORTS BAR when everyone else has not been able to do it.
Protectionism and favoritism…

Ok, I will take the time to explain you again. The city have denied at least 6 permits for private clubs in the downtown area, each private club would hire at least 6-10 people plus officers of the police department for security. I know your response! ROY’S is not a private club but actually it will be. My explanation, when you get a liquor license for a restaurant you are obligated to sell 50 % alcohol and 50 % food. ROY’S the restaurant will be open during the day selling the regular food and then during the evening and the night they will open the sports bar. The sports bar will be selling the alcohol and a few snacks but mainly alcohol, the food is sold during the day. Basically these restaurants are opening the bars on the side of their properties and in reality that’s all what they are,“bars”. The reason people apply for a private club license is because then you are allowed to sell alcohol without having to sell the food. A restaurant is more complicated to manage and operate because all the food process involved.
I’ve been at Napoli’s many times and the restaurant is pretty much empty and their bar is full, same happens with the Black Jack and now ROY’S. The truth is that these new additions are only “bars” and are designed to sell alcohol as a private club.
About who have been denied these permits, I’m not going to go into details about that, you can make your own research. Another example is Jimmy, the owner of the old “fat daddy’s”(located right beside Caleb’s), he tried to reopen his place and was denied and charged a $500.00 fee to go in front of the city council. Now he is trying to open a restaurant and they told him there is not more space for restaurants in downtown. Even if I give you more examples, you, defenders of the city officials and local government, will deny them. You are very concern about “the kind of people” private clubs bring, is the same kind of people that go to these bars, if you are so concerned about the drinking you could allow the private clubs only to sell beer and soft drinks. When you allow only some people to get these permits you are protecting and favoring these few people that are already well establish. In that way you are stopping new investors of opening new bars, private clubs and restaurants.

Again, I already explained you. You need to go and talk to Jimmy in person. He will tell you his experience. They already told him there is not more space for restaurants in downtown. Keep believing whatever you want.

If that's the case he should file suit against them. As long as a restaurant is allowed on his property, then he should be allowed to have it. Isn't all of that public record?

The problem with Jimmy is that on one side he has "Caleb's" (the owner is a well known lawyer in town) and across the street from him a city council owns property, apparently these people are using their influences to keep him from opening.

I guess Jimmy is lying then...
Whoever is in doubt, you are welcome to talk to Jimmy, he is usually at his property in downtown, doing the remodeling.

Seems like "Roys" is ready to open their bar. Is nice to have special privileges and good contacts with the city officials.
I wonder if the neighbors around them complained about the new bar like they did with other businesses?

Robert, talking about restaurants,
do you know how much "the crooks", upsss! sorry, the plumbers, charge to install a grease trap (required by the city in order to open) in a restaurant?
Between 15 to 20 thousand dollars,
no wonder why there aren't many new restaurants...
More regulations = less progress.

The city told Jimmy he could not open a restaurant? Really! I find that rather hard to believe....Who's mouth did it come out of at city hall? The City manager? Main Street Director?

If Jimmy has such a case, why has he not spoken to the council or mayor one on one.

Some of the place denied permits in the past were already operating without a permit. I bet that had a lot to do with them not getting a permit.

But, I do not believe someone told any business person they could not open a business here. Who said it? What is the truth and not all this here say crap!

He went in front of the city council you DUMB ASS!
He was charged $500.00. He was trying to open a "comedy club" he was going to have food, drinks and comedians. The city council didn't like the idea and they denied him the permit. A few people is allowed to bring entertainment to this town. Do your research. This local government keeps talking about wanting more business but they keep stopping the new investors and ideas, not only that, they make them pay to go and beg in front of the “city council” only to deny them and humiliate them.
How much money the city makes charging these investors just to appeared in front of them?
Why not deny them before they pay and save them the time, money, energy and embarrassment?
We are in a city were a bunch of moralists decide what is good for this town.

Quote:

Jimmy Vaclavik opened his first business in Corsicana in 1980, and he first moved to Navarro County in 1968, so he refers to himself as a “local.”
However, when he tried to open Fat Daddy’s as a comedy club serving alcohol at 110 E. Fifth Ave., downtown, he was turned down for a Special Use Permit, and told clubs couldn’t go downtown.
“This was right before Rick got his saloon,” Vaclavik said.“And I’m told Roy’s wants to open a sports bar. How come these people can and they won’t let me?”
Vaclavik believes it’s selective enforcement that benefits some businesses and owners at the expense of others. He claims to have spent $80,000 fixing up his facility, money he wouldn’t have spent if he’d known before he couldn’t open his business.
His vision for Fat Daddy’s is to attract people from other communities to come in and make a night of it in downtown, having dinner at the local restaurants followed by two hours of comedy. He believes he can attract 200 people a weekend to downtown Corsicana.
He’s read the new dance hall/social club ordinance, and he’s very concerned about the clause that calls for revoking a license if the hall violates “decency.”
“They’re constantly going to hound you,” Vaclavik said.“They’re just making it so hard. They don’t want any kind of entertainment that involves alcohol.”
He intends to finish the front of the building, and then try once more for his SUP. If he doesn’t get it, he’s going to sell out or board up the refurbished club and leave Corsicana.

“A businessman can’t make a living here,” he said.
