There are laws concerning maintenance of cemeteries....if the cemetery is "active", that is, has had a burial in the past 50 years. After 50 years,it can be put back on "active" if a direct descendant of anyone buried there requests it. Then, the state or township pays to maintain it. Otherwise responsibility is at the discretion of the landowner. This is covered in the ilstate.gov site. This is in either Edgington township section 20 (Hazlitt cemetery) or section 22 (Sortor cemetery) according to Illinois State Genealogical Society Cemetery Location Project. I would be most interested in volunteering to a project like this. There are other unmarked burial sites in adjacent townships as well. If Jane is a direct ancestor who can prove it, she can take action to have the cemetery reinstated, whereupon the owner can NOT graze cattle in it.
