Clearly he's just not very experienced. You need an additional permit to drive under the influence of milk and oreos. And boy what a sweet permit it is.

Nope - No Jail Time. That would just cost US $40,000.00. Lock a locator on him and fine him the cost of sending him to jail along with the cost of the locator & maintaining it. Anytime the locator indicates he is going faster than 25 mph - unless he can *prove* he was on a transit train or riding with somebody to work - fine him for driving under suspension again.

He probably has trouble walking and chewing gum too!! Sounds like he should take public transportation from now on and leave the oreos at home.
