Retired Apache, the Lawton Constitution articles are slanted in favor of Jeff Houser, FSA Chairman. He pays the Constitution to write the articles. For better reading the New Mexico newspapers are most accurate. The NIGC has considered Houser's arguments twice and each argument Houser was unable to prove the 2007 settlement to meet the special rule to game in New Mexico. Houser was also unable to prove that the Warm Springs terminated their government-to-government relationship. Houser cannot game Class III without a state compact. Houser continues to game Class II. NIGC will charge $25,000 a day for each day Class II gaming is conducted. Houser's annual salary is over $110,000 a year, plus per-cap, stipends, per diem, etc. Houser has an EDA board in which non-tribal members were appointed to make the decisions for gaming without the FSA BC approval. The people have lost their power to vote. I wouldn't compare your tribal disadvantages with the FSA as they are both apples and oranges according to the rules and regulations of the NIGC. Phil Hogen may not be liked but what the focus should be is IGRA when it was implemented in 1988.

to braids; i only quote what is in the newspaper and what i believe is true, i'm not doubting your word, whatever houser makes is immaterial to me, i was just liken his situation with nigc to our own tribal situation with nigc. u know D.C. is spin city, a lot of devious deals go down, due to the people who lobby for a specific group of people, who really don't care about the wrong that is being done to the various business committee's tribal membership. i think there are 37-plus tribes in okla, and the nigc cries "we can't monitor them all", what they should do is hire more field people!

The June 20, 2009, Annual Tribal Council adopted a Resolution that invalidates the Special Election held in October 2008, and the Special Election held July 13 - 17, 2009, the election board was dismissed and a moratorium placed on all Special Elections for the rest of the 2009 year. The Election Board has an obligation to respect the decision of the Tribal Council.

Constitution Revision Committee Dissolved

During the June 20, 2009, Annual Tribal Council, a motion was made to dissolve the Constitution Revision Committee, a second was received and a vote was received by 72 tribal council members to cease work on the tribal constitution and dissolve the Constitution Revision Committee.
Members of the Revision Committee need to respect the decision of the Tribal Council and cease any further work on revision of the Tribal Constitution.

alonzon and mary, when all is said and done and they are out of office should be removed from the roll and banned from any and all tribal facility including the store/smoke shop and casino for life
this would maybe in the future prevent anyone else of trying to do the same things

in the lawton constitution, Former Tribal Official sentenced for embezzlement; to quote alonzo chalepah "I am relieved that Ms. Saupitty was punished for her wrongdoing and feel that justice was served" and he goes on to say "My first priority is to serve our tribal members, and stealing from the tribe is the same as stealing directly from our tribal members." well he fails to mention that he and mary have been stealing and signing our soveignty and all tribal property away, without the consent of the tribal council. and furthermore the resolutions that were passed at the june council should be honored and reconized by the BIA!! the tribal members should petition the CFR to read our constitution to show that enough evidence has been accumulated against the chairman and vice-chairperson are acting without a duly elected quorum to transact any kind of business for the tribe. the BIA is blind and biased to any tribal council, thay only concede to any business committee's wishes.

have u apaches ever wonder about the mismanagement at the silver buffalo, i mean really think hard about how it would be if, under an honest ABC, a non-corruptable board of directors, and commissioners; the tribe would benefit, like the casinos, who are responsible to there tribal memberships! oh, i don't want to forget the head of security, rick mckee, whom the apache tribe has spent tons of money to keep him from going to jail? where else, but in caddo county?

What honest ABC? I suspect that the Casino Board of Directors, Gaming Commissioners Attorneys and Consultants were chosen by Alonzo and Mary because of their wellness to exploit the positions of power and trust for personal gain and would be willing to support a dictatorship, because the BIA (Betty T) allowed Alonzo and Mary to operate as dictators with absolute power and authority since 2006. Rick Mckee was one of their chosen few, and when he was arrested and charged with felony embezzlement, for fraudulently appropriating $38,000.00, for his own personal gain, apparently he fit right in, so it seems because Alonzo and Mary quickly shuffle tribal or casino funds around in order to make restitution of $38,000., for Mr. Mckee, the district attorney dismissed his case without prejudice for the “best Interest of Justice“, because restitution & court costs were paid in full. Alonzo and Mary’s dictatorship apparently was supported by the BIA (Betty T.), because she allowed them to engaged in conduct beyond their constitutional authority with impunity which jeopardized tribal assets and property with no consequences.

alonzo and mary aren't only paying back the 638 program money that donald has squandered, but, they are also paying back the 4,35 million they borrowed from wells fargo, paying out ragious salaries to relatives and lawyer fees, funding 638 programs and vo-rehab, shelling out money to the kosope heirs, all this without constitutional and tribal authority!!! when is the BIA going to accept the resolutions that were passed at the june 2009 tribal council, as being VALID?

Why hasn't the chairman called for a special council meeting, does he have cold feet, or is he not abiding by the constitution, as he has done in the past?

CFR Court Judge Lujan arbitrarily dismissed (Case No. CIV-09-A34), which was only to determine the constitutionality of the Apache Tribe’s Annual Tribal Council meeting. Judge Lujan dismissed the case without an evidentiary hearing with both sides attending. Its reported that Alonzo’s attorney Betsey Brown had several improper ex parte meetings with Judge Lujan, influencing his decision to rule without hearing from the both side in an evidentiary hearing, ignoring court protocol. Judge Lujan’s decision makes Alonzo, the supreme governing power of the Apache Tribe, with total discretionary powers and authority. This discretionary powers and authority was conceived by Betsey Brown and given life by CFR court Judge Lujan.

the canidates running for office are not qualified and they will be retroactive of the past, as well as still trying to overthrow the apache tribe with their fruitless knowledle and their lack of knowledge in administrative and finamcial capabilities do they have the wisdom in knowing how to bcome pro-active in their meeings, and what it takes to be a good produtive leders, think about it we have poor choices for the voting in of the 5 ABc, with a history of just wanting to be somebody, and thinking they can resolve the big financial mess the tribe is in.

lady b,

May be you should step up and run for office. As unqualified as the candidates are, at least they have the courage to try. I am not sure how to be "retroactive of the past". Would this involve invoking the past in the present? Was this an attempt to convey the message that the candidates will do the same in office as their predecessors?
The problem with the Apache Tribe of Oklahoma is not a lack of qualification as it pertains to education. It is a lack of political leadership and ability to explain how goals will be achieved to the general council.

This type of leadership involves the ability to listen to constituents (voters) and guide the tribe based on the direction the ruling party (general council) decides is best for the tribe. On to many occasions we find that candidates run for their own reasons and already have a plan of what they want to accomplish once in office. For instance: fire him/her, spend money here, cut money there. The only way we can overcome this stigma, is to address the problems of the Tribe as a whole Tribal unit with less concentration on big families and last names. The core of accomplishing these goals is the general council. I believe a true general council completed all the way through consisting of as many tribal members as possible will bring maximum benefit to the tribe. It is the responsibility of any ABC member to contact as many tribal members as possible for general council or elections with disregard to whether a person will support them or not. We cannot disregard people who do not agree with us.

When we can function as a tribe, we will be able to dig ourselves out of financial debt. We can hire available tribal members that are educated to fill positions lacking in ability, such as finance. If none are available, we can hire professionals to train our tribal members and then send the professionals on their way. We can cut wasteful spending and provide services on an equal basis in all Apache Programs. We can let Apache elders have input in what program we provide to them. We can create jobs with new businesses other than the casino. There are other businesses than a casino.

It is possible for the tribe to be prosperous.
If we approach all situations with negative thoughts, then we have set ourselves up to fail.

STOP TRYING TO FIND PROBLEMS AND START FINDING SOLUTIONS.

Remember the old ones told the stories. back before the white man came. When the old ones had a problem with another, one just took a qurirt, lashed the other across the face, then to save their honor ,they tied thier hands with a rawhide rope, they drawed the knifes one would win, the other would die.. but both had HONOR.. Where is the honor now???? Have we lost honor??? Now it takes bia , goons, aim, lawyers, and a loss of friends, family, and HONOR.
I HOPE IT ALL WORKS OUT FOR ALL OF YOU.....

honesty, integrity and accountability, the present chairman and vice-chairperson, lacks those three qualities! "honor the tribal constitution", they have no honor, so, how can they honor, anything? The tribal members have no voice at any "tribal council" it's always been NULL and VOID. If you vote for any of the present ABC, you are voting for tribal control by outsiders! that is why voting for CHANGE, is very, very important!

Voting for change, not a good plan. That was OBAMA's big campaign. See where that has gotten us. Change huh! I miss Bush. We have tons of problems here in the USA. But we are spending millions and millions to help Haiti. What a joke. Remember, the grass isn't always greener on the other side.
