I was a renter in Oak Harbor for 6 months and rented through Churchill & Associates. When my lease was close to being up I moved out a month early and still paid the last months rent (as I should). I had arranged for a carpet cleaner to come to the home on the 5th of Dec and have the water turned off on Dec 6th. That went as planned. Two weeks later Churchill charged me to have the water turned back on and for my last billing to the water dept. They also charged me for a new door that was never broken. I called the Water Dept and they said they never turned back on my water and that Churchill never paid any money on my account. So why then did they charge me. When I called to find out knowone would return my calls. Then I called about the door and spoke to the person who had given them an invoice and he said that he never replaced a door there and that it was just and estimate he faxed to them after they had called and asked him to. So then why did I get charged for a brand new door. Why did I also get chrged for the top of two doors being dusty? They sent a cleaner to the home for 20$ and hour to dust the top of the doors, oh yes, the top! Churchill will still not return my calls or my fiances. I got ripped off by 400.00$ out of my deposit for things they said they paid and never did. I am writting this to warn anyone who is thinking about renting from churchill. Dont do it! And yes, Im taking them to small claims to get MY money back.

its a common accurance that churchill doesnt play fair. what would you expect his wife is the superior court judge who abuses her authority too. the 2 of them have been known to ruin lives.you cant win with them, they made threats to my husband and continue to abuse their authority and county funds to help there friends. its actually illegal but dont try to get an attourney because none will come to your aid unless you go as far away as seattle. they say island county will only home town you.unless you are a local dutch family or realated youll get nowhere.

For one thing your are wrong about CHurchill. If you did the final walk through you would of got your deposit back like we did, take them to small claims court your wasting more money and yes along with the Koetjes they run the town. Complain all you want but your the one who lost the money and reread your lease, you will find out that you signed and they have control over what you did not read.

As a sixth generation Islander (not Dutch or related to the Churchills) I will say there are many scam artist that either are Navy or follow the Navy folks (camp tramps). Judge Churchill is one of the most respected Judges in Washington state and truly an honest, fair judge. All of your complaints sound BOGUS. There is a walk thru when you rent and when you vacate. If there had been a problem you would not have signed off. Old Yeller sounds like a do nothing NAS retiree..ruining our once beautiful Island by retiring here and brining ALL the California Trash with you! George Churchill is also a good business man..not a Saint! but fair! His family came here in the 1950's so he is also a NEWCOMER!

I agree that Churchill and Assoc. are a bunch of unfair and too politically connected company on the island. They manage my subdivision where I own a house and unfortunately just want the money they charge for the Home Owners Assoc fee and do nothing else. The landscaping contract is a joke (hand written on a post it note pad). The quality of care for the entire community is a joke also. Meetings for the Homeowners are held to only one hour once a year. The complaints I have verbally discussed with the property manager is taken as " I am complaining" I am one against way too many to get myself worked up for this mess. Beware of Churchill and Assoc.!!!!!!!!!

Islandeagle, if the Navy wasn't here, this crappy little island would fold on in so go ahead and trash the Navy, it shows just how ignorant a native of WA really is. As for the other posts, everybody knows that management companies are out to screw you. My advice is just to pick who you want to get screwed by, because no matter what they are all going to screw you one way or another in the end.

Well not all Californian's are trash.. how rude to be so ignorant and accuse your fellow American like that. You cant lump everyone into one category just cause they come from a certain state. No matter who you rent from always take before and after pictures, if you cant be there for the walk through. It happens you have to leave before you can have that chance. Good luck but it sounds like your out that money.

First off, I want to say that I was born in Oak Harbor at Whidbey NAS. I am not Dutch but lived in Oak Harbor until I graduated and my family still lives there. I married a man from Ca so no, Californian's are not all bad. My father is retired military and stayed in Oak Harbor. I own a property that is mangaged by Churchill and Associates. I want to say to 'ripped off' that a walk through inspection before and after moving in and out would have saved this person the feeling of being 'ripped off'. If you walk through at the start and the door is fine, and then at the finish and it is broken, then you are responsible for the door unless it was normal wear and tear. I have paid for things that are normal wear and tear. I should not have to pay for a door YOU broke. You see, Churchill is not getting your money for the door. Either YOU pay for a new door, or I pay for a new door. They bill your or they bill me. It isn't fair to blame Churchill and Assoc. because the door is broken. They don't actually make money on your door. They charge a fee for management. I have always been happy with Chuchill and Associates and have found them to be fair and honest. I also find them to be true to what they say. It is unreasonable for you to come online and blast them because YOU moved out early, broke the door and shut everything off. There is typically a utility account for rentals that stays open and is switched to the responsible party by the owner. If you shut off the water, we have to pay to turn it back on. So YOU would pay that, or I would pay that.(but see, I shouldn't have to becuase it should not have been turned off, only switched over to me) Again, something you missed in your instructions. Read your lease agreement. Churchill and Assoc. is a good company to work with. And Mrs. Churchill is a judge. Sounds fair to me.

I dont doubt you got ripped off. They really do take advantage of the navy, especially the young ones who dont know better. We rented through Koetje and did not do an innitial walk through because it was a new place, then because I have been ripped off before I insisted on doing a walk through when we moved out. They told us that waz not possible because the person who does walk throughs did it on their spare time. I told them I didn't work so when ever she headed over there to call me and I would meet her there. No call and $600 in "damages" BS if you ask me. Most of it was cleaning when I cleaned it and also hird a professional. The other thing they did was come into my house while I was gone to "inspect" We had moved in a few days before they came and the house was a mess. we were not home to defend our self so they took pictures of the mess and sent them to us saying it was marked in our file and that we had to clean the house..... I was livid and thretened them with a lawsuit, We looked up renters rights and since we were not doing anything illegal and had not warrented a search they violated our lease. Moral of the story stick to renting from personal land lords, they are usually more understandong.

Do NOT rent through Churchill...you'll be lucky to see half of your deposit returned, even if your apt or house is immaculate when you leave it. They can eat poo as far as I am concerned and I hope their business goes under.

Sorry you dealt with that, too! I rented through Churchill and Associates for a short and horrific 3 months. Had to break my lease early because we're in the military and got orders. Cleaned that house top to bottom (but really, how dirty could it have gotten in 3 months?), got a professional carpet cleaner and flea sprayer out there (it's their policy even if your pet doesn't have fleas). Re-cleaned the house two times just to be sure I did it well enough. I was present for the walk thru and the lady kept commenting on how great of a job we did cleaning. She did find maybe one or two things she said we should re-do, like the tops of the doors for being dusty and a fan top for being dusty. Went and recleaned everything she asked us to. Out of a $1000 deposit, got a measly $200 check back a few weeks later! What the heck?!? Went down to the office several times to talk to someone regarding this and was always told so and so was "out of the office" or "on vacation". Left several messages for them, too. Finally got a hold of the owner, George Churchill, biggest scam artist of them all, who said he'd get back to me in a day or two to see why we were jipped $800 once he talked to the maintenance people, NEVER heard back from him. Unfortunately, I moved out of state so have no way of going into the office anymore to get an answer! I will NEVER reccomend them to anyone. BEWARE OF CHURCHILL AND ASSOCIATES! They'll keep every single penny of your money that they can!!

Well either way you cut it... Ole' George is feeling the pain right now.

He bought East Bay construction from Harry Sharnikow (sorry for the spelling Harry) quite a few years back when Harry retired. Harry built great houses and it seemed that George took the same tack and kept building really good houses. But George loved the way the real estate market was going and decided to get into developing... and then the bubble popped.

Harry is about 2.5 million in arrears on his properties (according to some good sources) and has a few properties in foreclosure. I'm not going to say I don't like the guy, since I do not know him on a personal level, but EVERYONE I know that does know him personally or has ever worked for him hates him.

He swings his political power around in every deal he makes and love to persuade my intimidation. Karma is a bad thing when it bites you on the ass.

If anyone is looking to buy a home... look for one that he built and is on the market. He's gotta move houses and I'm willing to bet he'll give you a good deal. Someone has to pay the property taxes so he's bleeding money everyday.

Oh.. one piece of advice. Stay away from dealing with his daughter. Pure proof that the only thing keeping anyone from being a real estate agent is the money it takes to get a license.

Born in Oak Harbor into a navy family over 60 yrs ago. Have continually seen and heard similar problems with scumtbags rental owners screwing mostly Navy families when they move out of their rentals. Appears the local government doesn't give a damn about those who support the community.
The answer???? All who can should live on base. Allow the Churchills and his like suffer for two years. Negative reinforcement works well.

This is bogus. I never had a walkthrough before and guess what they told me down at Churchill and associates: there isn't a walkthrough afterwards either. It all depends on who you know, how well you rented with them and also if you were in an apartment or a house. They only care about one thing down there as far as I'm concerned and I'll never rent with them again because of it: money.
