Can You Hold Someone Morally Accountable Decades Later

How does one go about holding someone accountable for their prior misdeeds? I have always been a true believer in. "The best revenge is living well." I engaged in this practice for close to three decades until I became afflicted with PTSD for the first time in my life. The cause of my PTSD is the result of a selfish individual who felt he was entitled to harm me physically and emotionally. He feels that because he was young, he shouldn't have to answer for his wrongs. In part, the law agrees with him. This is known as the Statute Of Limitations. How do I go about seeking damages in court when the full detrimental effects occurred 27 years later? Or, are there other means of holding someone accountable?
