To bad you guys dont know the truth about Rulon because if you did you would be wanting him fired right away. This has nothing to do with whistleblowing. Rulon was a dishonest unethical person. He was a sick individual who tried to cover up his corrupt activities by claiming to be a champion to the youth. He did this to fool the puplic while he using his position to purchase personal items on duty at greatly reduced rates. He was hated by his employees over 100 voted to have him removed. Only six employees promoted by him wanted him to stay. His daily threats to employees that he could fire them at any time backfired on him. His arrest and ticket quota systems are a perfect example of his abusive management style. Many citizens of Colton recieved traffic tickets just because officers were required to issue at least 50 tickets a month or face his discpline. Rulon established a grading system consisting of a letter grade from A to F to score officers arrests and tickets. The grades for each officer posted on the department board for all to see. Many citizens got tickets just so some officers could brag about getting a A grade. These are just some of the facts alot more information will be released as time goes on. sexual harrasment and threats to citizens by rulon will surface. Everybody who spoke out to support him will feel very disapointed when they find out how much he fooled them into believing he was an honest puplic servant. Good work Colton city manager maybe there is hope for the city of Colton.

COLTON - Police Chief Ken Rulon's trouble with officers extends beyond the city.
Nine officers with the Huntington Park Police Department, where Rulon worked for 16 years before coming to Colton in 2003, filed a lawsuit against Rulon and six other superiors during his tenure there.
The 2003 federal case charges Rulon with racial discrimination, intimidation, creating a hostile work environment and retaliation, according to records and comments from officers and attorneys involved in the suit.
All but one of the officers' complaints have been settled or dismissed. The remaining portion of the lawsuit is being appealed. Records were not immediately available Thursday.
"I think this just brings validity to our complaint and where we stand with Chief Rulon," said Wesley Bruhn, president of Colton Police Officers' Association. "This is not an isolated incident. He has a pattern for creating this type of work environment."
Rulon could not be reached for comment Thursday.
Four Colton officers have filed grievances against Rulon, claiming they were passed over for promotion in favor of officers the chief preferred.
The officers also assert that Rulon retaliated against them when they filed formal grievances against him, according to a claim filed with the city late Thursday.
Ninety percent of the 67-member association voted no confidence in the chief last week.
The city was unaware of the Huntington Park lawsuits against Rulon, Parrish said Thursday. He was uncertain if the suits would have a bearing on the investigation, which has been going on for five months.
Chris Lisner, president of Huntington Park Police Officers' Association, declined to comment because of pending litigation involving Rulon and members of the association.
"However, I would like to wish the affected police associations the best of luck in their endeavors and only hope that these issues are resolved quickly so the men and women of the Colton Police Department can focus on the community instead of internal strife," he said.
Parrish said the investigation will conclude "very soon."
Rulon was placed on administrative leave March 6. His personal effects have been returned to him, officials said, and he must receive clearance from the city manager before entering the Police Department.
Rulon's attorney, Bradley Gage, said the chief was placed on administrative leave as retaliation for being a "whistle- blower" in the case of former Councilman Ramon Hernandez.
Parrish said that claim is "completely false."
Hernandez pleaded not guilty to 24 felony counts related to the misuse of his city-issued credit card and cell phone.

More false allegations and trumped up charges. Over 100% placed a vote of no confidence huh? That's good, and a lie. There was a quota for tickets huh? Another lie. Sexual harrasment huh? Yes another lie. This has nothing more to do with a City Manager who was also investigated by the San Bernardino District Attorneys Office for stealing money from the City of Colton, and Chief Rulon bringing these things to the attention of the Da's office. More over the vote of no confidence has more to do with issued discipline (Like the Sgt. now Lt. who tried to cover up an officer pointing his gun at another officer while off duty), and Rulon looking to bring in an Asst. Chief from outside the Colton Police Dept. Get the facts right, and support those officers who stand by their oath of office and don't just look the other way so they can promote and not do what's right.

This sure sounds like a police chief holding people accountable and then the police UNION running and crying to the city manager. Colton has a long history of city hall problems/corruption. This guy Rulon is brought in to help clean things-up and they don't like it. We have enough cops running around out of control without any accountability in California. Fire the bad cops, keep the good cops and add transparency to the entire process. The sad thing is the citizens of Colton are going to pay for this one way or another. The citizens are on the short end of the stick once again. The cops just keep getting higher salaries, more benefits and less accountability and production.

City officials say a block wall owned by a longtime Colton resident will likely be torn down this week or early next week.
The razing was set in motion after the 4th District Court of Appeals decided last week to uphold a lower court's ruling that gave the city immediate rights to the property, a city news release said.
Once the wall is removed, the city will be able to complete a two-mile bike path along Colton Avenue from F Street in Colton to Inland Center Drive in San Bernardino.
"The city clearly needs to enforce the court order and connect the divided path so we can be reimbursed for state and federal dollars spent on this very positive project," City Manager Daryl Parrish said in the news release.
The wall is on a disputed railroad easement on Colton Avenue, between F and G streets. The easement has kept the city in a legal entanglement with Ernie Grossich for years.
Grossich, 78, the longtime resident and retired business owner who built the wall, claims to have rights to the property because he has occupied and maintained it for more than 30 years.
The easement used to be occupied by Union Pacific railroad tracks.
Grossich built on vacant land next to the easement in 1977, said his son, Gary Grossich.
The dispute between Grossich and the city began in 2004 when the city entered into a lease with Union Pacific to build a section of the path on the easement.
Gary Grossich said his father has tried to compromise with the city, but so far no deal has been reached.
"We've been willing, since the very beginning, to let them have more land than what they need to build a bicycle path," Grossich said. "Ten months later, they politically changed their tune and then started going after the whole thing."
His father's attorneys weren't notified the wall would be removed until around 5 p.m. Friday, Grossich said.
One business day is not a reasonable timetable to complete a move, he said.
"It's typical to the way they've been treating my father," Grossich said.
Christopher Pisano, a trial attorney for the city, says the the demolition could begin today with the removal of asphalt that leads to the wall.
The city may not begin tearing the wall down until later next week or early next week, Pisano said.
"We believe the city is entitled to the property. I think that's fair to say," Pisano said. "We're trying to see if it's going to be possible to give them some extra time."
Once the path is completed, the city will be able to submit claims for $1.37 million in state and federal grants, the release said.
The city is also suing Grossich to remove him from the property and for damages he has caused by refusing to move off the easement, the release stated.
Grossich says his father could still request a temporary restraining order to protect the wall.
The dispute over who has rights to the land could still go to a jury trail depending on a San Bernardino Superior Court judge's decision.
If the matter does go to a jury trail and the jury rules in favor of Grossich then the city may have to put the wall back up, Gary Grossich said.

READ THE LEGAL BRIEF FILED BY THE FEDERAL JUDGE RULON WAS TOSSED OUT EARLY ON FOR DOING NOTHING BUT BEING IN CHARGE OF I/A's Those cops C. Lisner, H. Lozano, A. It is very clear what they did to Rulon was illegal and very unethical because he turned in the City Councilmember Hernandez, City Manager Parrish, HR Director Arroyo, Asst.
