There are ways to prevent catalytic converter theft, anti-theft devices exist like The Catlock, www.cat-lock.com .

The CatClamp (Patent-Pending), created by American Welding Inc, places a catalytic converter in a theft-proof cage made of aircraft cable. That's a heavy duty solution, and only carries a price tag of around $150. Compare that to a $2000 repair bill for having your catalytic converter stolen.
